The competition concerns the delivery of a new preliminary project for a treatment plant with new placement.
The existing Nesbyen treatment plant is a mechanical/chemical treatment plant from the middle of the 1970s. A number of cottages are connected to the existing plant (approximately 1 100 cottages) and this number is anticipated to increase in the coming years. The existing plant is a chapter 14 plant and the municipality anticipates that the secondary treatment requirement will be implemented in the near future. The existing plant has been built in several stages, is cramped and flood-prone. The municipality therefore considers it is not relevant to carry out measures on the existing plant. A new plant will be built.
The municipality now wants to connect with consultants to prepare the preliminary project for the new treatment plant in another location than was intended in the original preliminary project.
The objective of the procurement is to prepare a preliminary project for the new treatment plant at Nesbyen.
The preliminary project will form the decision basis for the detailed engineering design of the new treatment plant.
The municipality will determine the final placement in May, but currently has not decide which of the two new locations are relevant for the treatment plant.
Engineering design of the new treatment plant is included as an option, in addition to the option for a new project and the option for the zoning plan if new placement is relevant. The same terms apply for options. The contracting authority will decide whether or not to trigger the option at a later point in time.
The value of the procurement is estimated to be over the EEA threshold.
