The subject of the contract is the execution of construction works. consisting in thermomodernization of the building of Primary School No. 2, ul. Sienkiewicza 137/139, 90-302 Łódź, POLAND, as part of the design under the title: "Rationalization of energy consumption - thermomodernization of educational facilities in Łódź. Stage I ”co-financed by the European Union under the Regional Operational Program of the Province of Łódzki for the years 2014–2020, (priority axis IV: low-emission economy - Section IV.2 Thermomodernization of buildings, subsection IV.2.1 Thermomodernization of building-ITI) and includes, among others:

1) insulation of external walls;

2) insulation of basement walls to the foundation bench with waterproofing;

3) insulation of the flat roof together with accompanying works;

4) replacement of window frames in accordance with applicable regulations;

5) replacement of external doors in accordance with applicable regulations;

6) replacement of the central heating installation;

7) replacement of the lightning protection system;

8) works accompanying thermal baths.

The general scope of construction works includes:

1) insulation of external walls;

2) insulation of basement walls to the foundation bench with waterproofing;

3) insulation of the flat roof together with accompanying works;

4) replacement of window woodwork in accordance with applicable regulations (before ordering woodwork, dimensions should be checked in the light of the structural walls, taking into account the dimensions of the design as well as external and internal frames in the event of a difference arising from the specification of the installation of old windows, internal frames should be profiled to adapt to newly installed windows);

5) replacement of external doors in accordance with applicable regulations (before ordering joinery, dimensions should be checked in the light of structural walls, taking into account external and internal frames);

6) replacement of the central heating installation:

a) installations which should be carried out following the trace of the modernized installation in existing openings remaining after dismantling the old installation. Alternatively, it is allowed to run risers, levels on the surface and make the casing from plasterboard. External connections of kg panels (corners) should be secured with a perforated aluminum corner embedded in plaster, then the casing should be putty and painted, in case of covering the risers, install a new inspection door enabling access to the vertical vent (the risers, horizontal and branches should be insulated);

b) after removing old radiators, the wall should be cleaned, leveled, plastered and repainted;

c) existing housings should be dismantled / reinstalled after replacing the central heating (new housings should be installed as described in the design, e.g. staircases);

7) replacement of the lightning protection system;

8) works associated with thermomodernization:

a) construction of a band around the building and restoration of pedestrian routes in accordance with the original state as described in the design;

b) making new platforms / external stairs as described in the design;

c) replacement of gutters, flashings, flashings, downpipes, external window sills;

d) renovation of chimneys together with accompanying works as described in the project, e.g. repainting chimneys in the color of the facade;

e) installation of new external lamps;

f) replacement of ventilation grilles (grilles with additional fastening must be installed);

g) installation of system roofs above the building entrances as indicated in the design;

h) making the necessary additions to brick and wall defects to carry out construction work in accordance with the art of construction.

A detailed description of the subject of the contract is included in the design documentation and technical specifications for the execution and acceptance of construction works, which are attached to this description of the subject of the contract.

Bills of quantities constitute an auxiliary document for describing the subject of the contract.

The contractor will construct and attach an information and commemorative plaque to the building facade in accordance with the handbook of the applicant and beneficiary of the cohesion policy programs 2014-2020.

Based on Art. 29 paragraph 3a paragraph Public Procurement Law requires employment by a contractor or subcontractor based on employment contracts for persons performing contract performance activities indicated by the contracting authority, if the performance of these activities involves performing work in the manner specified in in art. 22 § 1 of the Act of 26.6.1974 - Code. work (i.e. Journal of Laws 2018, item 917, as amended), i.e. the activities of construction workers performing works related to the performance of the contract.

The scope of work of persons performing activities related to the performance of the contract indicated by the contracting authority and the method of documenting the employment of these persons and the contracting authority's powers in the scope of controlling compliance by the contractor with sanctions for non-compliance are specified. in the description of the subject of the contract (Annex No. 1 to the ToR) and in the model contract, in particular in § 5 and § 11 para. 2 (Annex No. 7 to the ToR).
