Description:
The project aims to digitally transform the citizenship case examination procedures at the Directorate General of Citizenship by upgrading the existing case management system and implementing a Digital Applicant's Mailbox to enhance user experience and streamline document collection and verification.

The subject of this project is the comprehensive digital transformation of the case examination procedures for citizenship at the Directorate General of Citizenship (DGC), through the upgrade of the existing citizenship case management information system, with the aim to fully serve the needs and improve the user experience of citizens, the staff of the DGC, as well as all cooperating agencies in the framework of collecting and verifying the necessary documents and information.
The main axes of the upgrade of the existing citizenship information system are the modernization of the Citizenship Case Management system, the implementation of a Digital Applicant's Mailbox system, which will be supported by the subsystems of Third-Party Services Access, Applicant Queries Management, User Management subsystem, and the Business Intelligence subsystem.
The upgraded Citizenship Case Management system will constitute the central information system for the employees of the DGC services to efficiently manage all information (documents, data, procedures) related to the applicants’ cases.
Essentially, the above system will upgrade the existing Citizenship Case Management system, expanding its functionality, automation, interoperability and auxiliary tools, while simultaneously enhancing the security of applicant data and the organization's ability to intervene at specific points in the process by utilizing the provided configuration tools.
The upgraded Citizenship Case Management system will extract information and documents submitted by interested parties and third-party services and route them, according to applicable legislation, to the respective organizational units of the DGC to complete the procedural steps with incorporated digital signature capability.
The Digital Mailbox will operate as the central transaction channel with applicants. Through the mailbox, the interested party will be able to upload digitized documents, update existing files, and submit requests to third-party services, consolidating all necessary information for the entire duration that their mailbox is active.
Additionally, to assist and inform interested parties regarding their requests, the possibility to submit queries to the respective DGC services will be offered through the Query Management subsystem. The system will record the queries of individuals and forward them to the DGC services for response. Collection of the necessary information and documents from third-party services will primarily be carried out through the interoperability of the system with the agencies’ information systems. For third-party services lacking an information system supporting such interoperability, the Third-Party Services Access subsystem will be utilized.
For monitoring and utilizing data produced from the execution of the citizenship process in real time by the DGC staff, a Business Intelligence infrastructure will be implemented.
This contract, due to the logical continuity of its parts and the importance of interoperability among the various existing electronic systems of the DGC, is not divided into lots. Offers are submitted only for the entire unified scope.
The estimated value of this contract amounts to €3,426,000.00 excluding VAT, budget with VAT: €4,248,240.00, VAT 24%: €822,240.00).
After the conclusion of the initial contract, during the implementation of the project and before the contract expiration, the Contracting Authority may decide to exercise an option right increasing the physical scope of the project (as described herein) by up to eighteen percent (18%) of the contract price, i.e. up to the amount of €616,680.00 excluding VAT, budget with VAT: €764,683.20, VAT 24%: €148,003.20.
Before the contract expiration, the Project Owner may decide to exercise the maintenance option right up to the amount of €660,000.00 excluding VAT, budget with VAT: €818,400.00, VAT 24%: €158,400.00), based on the Financial Offer of the Candidate Contractor, for maintenance services (as described in APPENDIX VI – TEMPLATE OF FINANCIAL OFFER).
Therefore, the total maximum estimated value of the contract, including the option rights mentioned above, amounts to €4,702,680.00 excluding VAT, budget with VAT: €5,831,323.20, VAT 24%: €1,128,643.20.
The exercise of the aforementioned option rights is subject to the approval of their funding.
The duration of the contract is set at thirty-one (31) months.
A detailed description of the physical and financial scope of the contract is provided in APPENDIX I of this call for tenders.
The contract will be awarded based on the criterion of the most economically advantageous offer, according to the best quality-price ratio.
