The district of Nürnberger Land operates at least one recycling centre (WSH) in all its municipalities. In addition to the usually smaller recycling centers of "type B", which are primarily intended for the disposal of garden waste, bulky metal scrap, used tires and packaging polystyrene from private households, the district has recycling centers of "type A" in Neunkirchen a.S. and in Altdorf near Nuremberg which also contain other waste fractions such as residual waste, bulky waste, waste wood, waste electrical appliances, accept construction site waste, etc.
WSH Altdorf is located on St 2240 / Neumarkter Straße between Altdorf and Schleifmühle. Directly south of the WSH is an old (finalized) landfill. The areas of WSH Altdorf and also potential expansion areas are located on land owned by the city of Altdorf near Nuremberg. The WSH areas are leased by Landkreis Nürnberger Land (2,900 m²). This is also planned for expansion areas.
The client (AG), district of Nürnberger Land, intends to renovate the recycling center in Altdorf near Nuremberg and to expand it according to expected future requirements.
The WSH Altdorf currently does not meet the current water law requirements for rainwater treatment and must therefore be renovated. Due to the unsatisfactory traffic situation on the WSH in conjunction with a current demand planning of the required container parking spaces, an extension of the WSH is also being considered in addition to the renovation.
The renovation and expansion of the recycling yard of type A in Altdorf b. Nbg. has been considered for some time and should be realized as soon as possible, including (approval) planning and execution, since the water permit is currently only valid until 31.12.2022 and the redesign measures to be completed by 31.12.2024 are linked to the submission of an auditable plan by the end of 2022.
The subject of this award procedure is the award of general planning services for the renovation and expansion of the Altdorf recycling centre for the following service profiles and phases:
• Buildings and interiors according to § 33 ff. HOAI, LPH 1 to 9
• Object planning of civil engineering structures according to § 41 ff. HOAI, LPH 3 to 9
• Object planning of traffic facilities according to § 45 ff. HOAI, LPH 3 to 9
• Structural planning according to § 49 ff. HOAI, LPH 1 to 9
• Technical equipment according to § 53 ff. HOAI, LPH 1 to 9
• Landscape conservation accompanying plan according to § 26 HOAI, LPH 1 to 4
• Consulting services engineering surveying according to Annex 1, para. 1.4 Engineering surveying HOAI
• Safety and health coordination
Optionally, services of work phase 2 preliminary planning from the areas of object planning engineering structures according to § 41 ff. HOAI and object planning traffic facilities according to § 45 ff. HOAI can be awarded:

There is no legal entitlement to commissioning further services. The contractor is obliged to provide the services not already transferred upon conclusion of the contract if the customer transfers them to him.
