The large district town of Dippoldiswalde intends to award the project management service for the construction project "Extension and modernization of the Schmiedeberg secondary school" in Dippoldiswalde. The aim is to award the contract for all basic project management services in project stages 1 -5 in accordance with § 6 (4) AHO.

The building was built in 1908 as a school, in the 70s of the 20th century the secondary school underwent its first expansion (west). The property consists of four fully used floors (basement, ground floor, two upper floors). The attic of the old building is unused. Access is via a central staircase, located in the old building. In the 90s, a fire protection staircase was added to the west gable side, but it does not open up the basement or the 2nd floor of the 1st extension. For this reason, the school and the sponsor are threatened with a ban on use. The building is located close to the street on a slope. The external appearance is characterized by the main building built around 1908 with clear window symmetry, high mansard roof with beaver tail covering, roof house and roof turret. The gymnasium adjacent to the south by a connecting body is like the old building under monument protection, but contrary to the preservation value of the secondary school, a dismantling is possible here. The outbuilding at the rear of the property is classified as not worth preserving. On parcel 56/1 runs in the area of the rescue staircase the main water pipe of the village Schmiedeberg. The line plan is part of Appendix A. The Bürgerhaus is located at Altenberger Straße 19, parcel 58 of the Schmiedeberg district with a plot size of approx. 2,170 m². Property 58 is located in the flood hazard area at HQ 100.

Scope of the construction project / project objective:

It is planned to prepare the school building as a 2.5-speed secondary school for around 420 students with the necessary administrative and ancillary rooms. The sports offer/sports hall is not to be provided at the location. In addition to the renovation of the old building stock, an extension of the object and any necessary expansion to parcel 58 must be provided for the accommodation of the space program. The expansion of the cold roof area of the historic building is not desired from a monument law point of view. The school building is to be designed barrier-free as part of the measure. The details must be coordinated in the planning process. The planning must be based on a functionally optimized and economical solution, which must be verified with profitability calculations if necessary. In the run-up to planning, a variant analysis must be carried out as part of service phase 2 of object planning:

- Variant 1: Renovation and expansion of the secondary school at the existing location while retaining and integrating the use of the gymnasium, possibly with the inclusion of the Community Centre (parcel 58)

- Variant 2: Renovation and expansion of the secondary school at the existing location, taking into account the dismantling of the gymnasium, possibly with the inclusion of the Bürgerhaus (parcel 58)

- Variant 3: Abandonment of the location and new construction of the secondary school at a location to be named (the location designation is carried out with commissioning due to the avoidance of land speculation)

After submission of the variant study, the city council of the large district town of Dippoldiswalde decides on the continuation of the planning.

According to the cost estimate according to DIN276 (as of 19.08.2022), the expected construction costs amount to EUR 11.5 million (incl. 19 % VAT).

Current status of the realization of the construction project:

Five lots were formed for the necessary planning services. Specifically, these are the following lots:

- Lot 1 - Object planning according to § 33 HOAI 2021, LPH 3 to 8

- Lot 2 - Structural design according to § 49 HOAI 2021, LPH 2 to 6

- Lot 3 - Technical equipment, plant groups 1 to 3 according to § 53 HOAI 2021, LPH 3 to 8

- Lot 4 - Technical equipment, plant groups 4 to 6 according to § 53 HOAI 2021, LPH 3 to 8

The commissioning of the planners should take place in stages.

In order to award the planning services, an EU-wide negotiation procedure with participation competition was carried out in accordance with §§ 74, 17 VgV. The offer period expired on 03.08.2022. Offers have been received for all lots. The evaluation and examination of the offers has not yet been completed. The planning services are to be commissioned in November/December 2022.

Schedule/construction process:

Planning is scheduled to begin at the beginning of 2023. The 1st quarter of 2025 is planned for the start of construction. The commissioning and completion of the secondary school is planned for June 2027.

The project management is intended to accompany the entire construction project from the start of planning through the entire construction phase to the final completion of the project.
