The market is not divided into batch. Nonetheless, it includes the following elements:

(a) “means of control” comprising the rental of:

— a system allowing a pedestrian finding agent to make observations via the use of a personal or equivalent digital assistant (PDA, smartphone, dedicated application);

— a system for large-scale parking control via two scan-cars;

(b) “back office” comprising the rental of

— a financial management and monitoring software for the control of paid parking charges on the road;

— software for managing dematerialized parking cards;

— a statistical module;

(c) “external user interface”;

(d) option required: “module for printing, enveloping and distribution of outsourced mail”.

All of the above elements will be described in Part III “Description of Technical Requirements”.
