The subject of the order is:
- rendering of a service involving the collection and management of municipal waste arising on real estate inhabited from the area of the Hażlach commune,
- providing a service involving the collection and management of municipal waste from containers located at the Hażlach Commune Office and from the municipal cemetery located in Brzezówka,
- establishment and operation of a Selective Municipal Waste Collection Point together with the management of collected waste from persons residing in the commune of Hażlach, located in the commune of Hażlach.
A detailed description of the subject of the contract is set out in Annex 1 to the ToR.
The proceedings will be conducted in so-called "Reverse procedure" referred to in Article 24aa of the Public Procurement Law.
The subject of the order is:
- rendering of a service involving the collection and management of municipal waste arising on real estate inhabited from the area of the Hażlach commune,
- providing a service involving the collection and management of municipal waste from containers located at the Hażlach Commune Office and from the municipal cemetery located in Brzezówka,
- establishment and operation of a Municipal Waste Selective Collection Point together with the management of collected waste from persons residing in the commune of Hażlach, located within the commune of Hażlach or at a distance not more than 3 km from the commune's border in a straight line, hereinafter referred to as PSZOK, providing convenient access for commune residents . The PSZOK area must be hardened, fenced, lit and supervised.
2. Basic data about the commune:
The area of the Hażlach commune is 4 886.57 ha, the commune of Hażlach consists of six towns: Brzezówka, Hażlach, Końyce Wielkie, Pogwizdów, Rudnik and Zamarski. On the basis of submitted declarations about the amount of municipal waste management fee, the commune is inhabited by an average of 10 114 people, including 1 162 in the Górnicza Spółdzielnia Mieszkaniowa (GSM) housing estate in Pogwizdów. The number of residential properties that have filed declarations (except for the GSM housing estate) is 2563 (data as at 31.8.2019). The above data may change as a result of population movement and as a result of new buildings living.
Number of pharmacies - 2, pharmacy - 1, number of points with containers for used batteries and accumulators - 5 (data as at 31.8.2019).
Amount of municipal waste in the period:
1. from January 2016 to December 2016, the total of the following residential areas were collected:
- 679.46 Mg mixed waste,
- 742 Mg of ash,
- 75.24 Mg of glass,
- 157.125 Mg of plastics,
- 18.68 Mg of paper,
- 1.93 Mg tires,
- 6.79 Mg of waste electrical and electronic equipment,
- 150.16 Mg of bulky waste,
- 174.38 Mg of biodegradable waste,
- 0.175 Mg of medicines,
- 0.061 Mg batteries and accumulators
- 37,019 Mg of construction and renovation waste.
2. From January 2017 to December 2017, a total of the following residential areas were collected:
- 766.24 Mg mixed waste,
- 752.48 Mg of ash,
- 101.50 Mg of glass,
- 186,499 Mg of plastics,
- 21.64 Mg of paper,
- 1.34 Mg tires,
- 2.39 Mg of waste electrical and electronic equipment,
- 228.65 Mg of bulky waste,
- 103.72 Mg of biodegradable waste,
- 0.201 Mg of drugs,
- 56,727 Mg of construction and renovation waste.
3. From January 2018 to December 2018, a total of the following residential areas were collected:
- 789.96 Mg mixed waste,
- 898.02 Mg of ash,
- 117.78 Mg of glass,
- 224.68 Mg of plastics,
- 35.44 Mg of paper,
- 1.33 Mg tires,
- 1.42 Mg of waste electrical and electronic equipment,
- 243.93 Mg of bulky waste,
- 58.98 Mg of biodegradable waste,
- 0.174 Mg of medicines,
- 72,596 Mg of construction and renovation waste.
4. From January 2019 to June 2019, the total of the following residential areas were collected:
- 373.42 Mg mixed waste,
- 562.00 Mg of ash,
- 60.02 Mg of glass,
- 145.90 Mg of plastics,
- 32.84 Mg of paper,
- 0.948 Mg of tires,
- 6.771 Mg of electrical and electronic equipment,
- 152.46 Mg of bulky waste,
- 15.61 Mg of biodegradable waste,
- 0.1 Mg of drugs,
- 28.628 Mg of construction and renovation waste.
In 2016, 2,203.02 Mg was collected, in 2017 2,221.387 Mg was collected, in 2018 2,444.310 Mg was collected, in the first half of 2019 1,222,160 Mg was collected.
The implementation of the contract in question was estimated to be municipal waste management: 2020 - 2 700 Mg.
