Oslo municipality, c/o the agency for planning and building services (henceforth referred to as PBE) shall enter into a Framework Agreement for consultancy services related to transport and street design. PBE is in charge of the municipality’s plans for land use, and processing of zoning plans and building applications. Transport assessments, street design, transport system design and assessments of noise and air pollution are examples of services needed. The Framework Agreement will primarily demand services related to the land-use plan level. Call-offs for services at zoning plan level can also be relevant.
