The contracting authority requests tenders for a partnering contract for the planning, engineering design and construction of the new Åsnes primary as an implementation model.
The total value of the contract is estimated to NOK 180 000 000 excluding VAT.

The contracting authority makes reservation to the project being approved by other public authorities as well as political approval of the project by the municipal council.
The contract shall be carried out in accordance with the Public Procurement Act (Norwegian: LOA) LOV-2016-06-17-73 and the Public Procurement Regulations (Norwegian: FOA) FOR 2016-08-12-974, part I and part III. The award of contract will be made in accordance with the negotiated procedure after a prior notice, cf. §13-1(2) og § 13-2 c.
The tender contest is initiated with a qualification phase. All interested tenderers can send in a request for participation in the contest. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender.
The contracting authority will select several participants which are sufficient to ensure a real tender contest, but still not less than three if there are enough qualified suppliers available. The selection of participants to the tender contest will be based on the selection criteria in point 8.
All invited tenderers will have their tenders evaluated.
The negotiations can apply to all parts of the tenders. The negotiations can be carried out in several phases, preferably in writing, but also orally. The contracting authority reserves the right to reduce the number of tenders after each phase based on the award criteria. The contracting authority will conclude the negotiations by setting a joint deadline for the receipt of the final tenders from the remaining tenderers.
After the negotiations, the final tenders are evaluated, and the contract awarded. Negotiations are not allowed in the final tendering procedure.
Attention is drawn to the fact that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8, (1), b. Such a rejection will exclude any negotiations on their tender.
Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with attachments and ask questions in case of ambiguities via the communication module in the Mercell portal.
The contracting authority reserves the right to award the contract without negotiating, c.f. the Public Procurement Regulations § 23-7 (5).
