Description:
A solar power system will be implemented at Finavia's properties on a turnkey basis, including design, installation, and maintenance, with a framework arrangement to select up to four suppliers for phased project execution from 2026 to 2028.

The procurement concerns a solar power system to be implemented at Finavia's properties on a turnkey basis, with details described in the annexes of the request for proposals. The system will be implemented as a phased overall contract. The estimated implementation period is during the years 2026-2028.

The procurement includes design, delivery, installation, commissioning, documentation, and regulatory processes.

The contract form for the solar power system is a total contract.

All work related to the construction of the solar power system will be carried out in the common construction and contract area of the building as follows:

1. Design of the solar power system.

2. Installation of the system including panels, mounts, inverters, cabling, and other necessary components up to the agreed contract boundary (usually the electrical center).

3. Work related to the use and acceptance of the solar power system, operational and regulatory inspections, testing, user training, and documentation required for technical maintenance.

4. If necessary, implementation of system maintenance according to a separate maintenance plan.

Procedure and Framework Arrangement

The procurement will be carried out as a negotiated procedure. As a result of the procedure, a framework arrangement will be established for the period 2026–2028. A maximum of four (4) suppliers will be selected for the framework arrangement.

Sub-areas 1-7
Sub-areas serve as examples prepared for comparison and pricing. The sub-areas do not constitute a commitment to implement individual items. The contractor for individual items will be selected through internal mini-competitions within the framework arrangement.

Phased Procedure and Filtering
Phase 1: Assessment of the suitability of bidders.
Phase 2: Preliminary offers. Based on this phase, a maximum of 5 bidders will be selected for the negotiation phase.
Phase 3: Negotiations.
Phase 4: Final offers and selection for the framework arrangement. A maximum of four (4) suppliers will be selected for the framework arrangement.

Evaluation Criteria
In Phase 1, the bidder must meet the minimum criteria and requirements defined in this participation request.
In Phase 2, the comparison will be made based on the price.
In Phase 3, negotiations will discuss the contents of the implementations.
In Phase 4, the actual procurement decision will be based on the final offers, with the evaluation criteria being overall economic advantage weighted: price 80% and quality 20%.

Mini-competitions
During the validity period of the framework arrangement, individual procurements will be carried out as project-specific mini-competitions among the suppliers selected for the framework arrangement. The mini-competition will specify the requirements, schedule, and evaluation criteria for the project.
