Delivery of food products - framework agreement, Innherred Innkjøp

Innherred Innkjøp, on behalf of the municipalities, invites tenderers to a contest for a two-year framework agreement, with an option for 1+1 year, for the delivery of groceries, dairy products, bakery products, fresh meat and meat products, and fresh fruit and vegetables. The municipalities that are included in the procurement collaboration and in these contracts are Levanger, Verdal, Steinkjer, Inderøy, and Snåsa.

Innherred Innkjøp, on behalf of the municipalities, invites tenderers to a contest for a two-year framework agreement, with an option for 1+1 year, for the delivery of groceries, dairy products, bakery products, fresh meat and meat products, and fresh fruit and vegetables. The municipalities that are included in the procurement collaboration and in these contracts are Levanger, Verdal, Steinkjer, Inderøy, and Snåsa.

The contracting authority

Innherred Innkjøp is an inter-municipal collaboration between Steinkjer, Inderøy, Snåsa, Verdal and Levanger Municipalities, which was established on 01.01.2019. Inderøy Municipality takes care of the office municipality function, and is the formal employer for employees in Innherred Innkjøp.

The inter-municipal collaboration is organised as a Section 27 collaboration with a board that consists of the municipality directors in the participating municipalities.

The aim of the collaboration is to make rational, responsible, and efficient procurements on behalf of the municipalities.

In this procurement we are representing all 5 of the municipalities in the procurement collaboration.

Any questions are to be sent to the contact person via the tender management tool.

There is to be no contact/communication regarding the tender contest with other persons at the contracting authority than the named contact person.

Purpose of the procurement

The purpose of this framework agreement is to ensure that the contracting authority, in accordance with applicable laws and regulations, achieves a cost effective and rational procurement of food products.

All units will be able to use the contract, both those that come under commercial households (such as, amongst others, central kitchens and health institutions) with a need for wholesaler packages, and small households (such as, amongst others, schools, wraparound care, nurseries) with a need for consumer packages.

The framework agreement(s) is (are) applicable to the products specified in the price sheet and requirements specification, and closely related products.

The procurement's scope, value and duration.

The contract will cover the need for the delivery of food products for all the entities and municipal companies in the 5 municipalities that are included in the procurement collaboration.

Group 3 Bakery products only applies for Levanger and Verdal Municipalities.

The value of equivalent procurements for all the groups in 2021 was a total of approx. NOK 25 million excluding VAT.

The stated volumes are based on statistics from the contracting authority's current contract supplier and the contracting authority's accounting figures, and are approximate values. The estimated annual amount for the framework agreement is only a guideline and will not be binding for the municipalities nor give the tenderer any rights.

The volume for group 4 is very uncertain, as the contracting authority has not previously held an equivalent contest.

The framework agreement period is 2 years, with an option for an extension for a further 1+1 year, so that the maximum period is 4 years.

The start-up of the new framework agreement(s) is scheduled for 01 June 2022.

The municipalities are always changing and developing, which can lead to changes in the need for the products and services included in this framework agreement. Tenderers must therefore understand that the framework agreement is dynamic and can change in line with this development in the contract period.

Technical and professional qualifications of the tenderer.

Tenderers must have a satisfactory quality assurance system.

This can be documented through either/or

a. a valid certificate/registration in the quality assurance system, in accordance with the requirements in ISO9001

b. an account of the company's quality assurance system with general quality goals and procedures
