Procurement of electric midibuses 2023

Verkehrsbetriebe Hamburg-Holstein GmbH (VHH for short) is a partner in the Hamburg Transport Association and operates around 160 routes with around 2,400 employees and 660 buses at 13 locations. As part of the e-mobility strategy of Verkehrsbetriebe Hamburg-Holstein GmbH, up to 40 electric midibuses are to be procured. Electric midibuses have a maximum length of 9.00 meters, a maximum width of 2.35 meters and a passenger capacity of at least 34 people.

VHH receives federal funding for the procurement of electric midibuses, which VHH awards in four lots as follows:

Lot 1: 10 electric midibuses (maximum purchase quantity)

Lot 2: 10 electric midibuses (maximum purchase quantity)

Lot 3: 10 electric midibuses (maximum purchase quantity)

Lot 4: 10 electric midibuses (maximum purchase quantity)

The lots will be put out to tender as a framework agreement with a partner. The call-off from the individual framework agreements shall be carried out uniformly and in compliance with the principle of equal treatment of the contractors, unless and insofar as there are exceptionally important reasons for deviating from this principle (e.g. poor performance or delay in delivery or insolvency of a contractor of a lot or other significant considerations of expediency).

The above number represents the maximum quantity purchased per lot. VHH is not obliged to call off services or to award individual contracts to the contractor.

The service life of electric midibuses is at least 15 years. Every electric midibus must be able to achieve a range of at least 150 km in normal operation due to the interaction of energy storage and charging infrastructure in compliance with the framework conditions of SORT 2.

Opportunity charging along the route can also be offered. It must be ensured that the vehicles can be loaded (mainly at night) at the depot. The DC charge must be conductively and intelligently controlled via a CCS charging interface. The charging infrastructure is procured independently of the vehicle manufacturer and is not part of this award procedure. The further requirements for the electric midibuses are defined in the tender documents.

Tenders may be made for one, two, three or four lots. First, a cross-batch order of all eligible tenders is determined on the basis of the announced award criteria (tender order list). Contracts shall be awarded from Lot 1 through Lot 2 to Lot 4 (order of award).

Each bidder may be awarded a maximum of two lots. Moreover, his other tender is not taken into account in determining the most economical tender in the remaining lots (in this case, lots 3 and 4).

Once a tenderer has been awarded two lots, he shall no longer be eligible for a contract in subsequent lots. Notwithstanding the principle of the award limitation explained above, a tenderer may also be awarded more than two lots, provided that the remaining lots (in this case, Lot 3 and/or Lot 4) cannot otherwise be awarded due to the award limit. This shall also apply if a tenderer has already been awarded a contract in Lots 1 and Lot 2.
