Stenungsundshem Aktiebolag (hereinafter referred to as the "Client") is conducting a framework contract procurement regarding Spolbil services. The purchaser invites tenderers, hereinafter referred to as 'suppliers', to submit tenders in accordance with this procurement document.
The framework agreement procurement covers Stenungsundshem AB's need for flush car services during the contract period, where the goal is to achieve a long-term cooperation that ensures fast deliveries of demanded services performed in a professional manner and at a cost-effective price.
The need consists of three main works, flushing and clearing of self-fall lines in properties, flushing gutter wells and handling unplanned or emergency stops.
The great need is about the remediation of blockages in sewer lines in the apartment stock. Many of the stops are of an acute nature, whereby a rapid response is necessary. Therefore, the requirement for availability during all hours of the day, as well as the opportunity to start work 1.5 hours after call-off for the emergency call-offs, is set.
Another important part of the procurement is the preventive work. This is partly about maintenance flushing of apartments, as well as annual cleaning of stormwater wells / gutter wells. The call-offs for preventive work are planned to be carried out in one area at a time per year.
The call-offs are divided into the three categories of emergency, unplanned or planned actions.
Call-offs will be done through a dynamic ranking. Dynamic ranking means that the client turns to the contract supplier that meets the need best for the current call-off based on price groups defined by the procurement document.
The client intends to sign framework agreements with a maximum of three (3) suppliers, provided that so many become qualified in the procurement, based on the award basis price.
The estimated annual volume for the framework agreement is approximately SEK 1,100,000.
The framework agreement is planned to start on 2022-09-01 with a planned contract period of 4 years.

During the term of the agreement, changes may take place based on, for example, political decisions, business changes, etc.m. that may affect the need and volumes.
Some activities affecting the contract area may be conducted under their own direction, in such cases the framework agreement is to be considered as a complement to its own activities.
