The Road Inspection Service of the Federal Office of Goods Transport (FOPH) carries out tasks under the German Road Traffic Act (GüKG), the German Quality Road Traffic Act (FperSG), among other things, and controls compliance with waste and dangerous goods regulations, among other things.
The aim of this call for tenders is to procure upgraded office vehicles for the Federal Office's racial control service. These must meet the requirements of daily use, both in terms of the necessary office and control equipment, as well as their quality, functionality and reliability. The vehicles can be offered for sale and for rent (leasing) at the choice of the bidder.
In addition, the order will be tendered for the benefit of Toll Collect GmbH of the Federal Government, cf. section 21 (2) sentence 2 VgV. Toll Collect GmbH shall become an independent contractual partner of the contractor upon an individual call and shall be entitled to call on its own name and invoice to the specified extent of the service description.
The services to be provided by the contractor shall be determined by the specifications attached to the contract documents.
In order to pursue the aforementioned inspection order, the contractor shall supply the FOPH with upgraded and registrable office vehicles on the basis of separate individual orders that are suitable for the purpose described above and which comply with the requirements of this service description.
The vehicles to be supplied by the contractor must meet the requirements of daily use, both in terms of the necessary office and control equipment, as well as their quality, functionality and reliability. Environmental and climate protection aspects must also be taken into account. The contracting entity intends to put the vehicles into service for a period of at least 7 years.
With the award of the contract, the contractor shall be entrusted with the manufacture of a model vehicle which is subject to acceptance by the contracting authority.
In the course of the production of the model vehicle, on the basis of the customer's previous experience, it is considered that 4 to 6 one-day suburban dates will be required at the contractor, where detailed questions are clarified and coordination will be made. This applies in particular to the specific selection and positioning of requirements for the interior installation of vehicles, such as the arrangement of cable ducts, the selection of switches in terms of shape, colour and function; see also the details in Chapter 6.
In order to accept the vehicle, the requirements of this service description must be met, the functionality of the installed digital radio components in the territory of the Federal Republic of Germany must be tested before handover, and safety for the passengers carried must be tested in accordance with ISO 27955, taking into account all internal internals must be proven. For this purpose, the vehicle shall be tested in the state of use. In addition to furnishing, this also includes equipment and technical installation. Technical equipment includes a server, 2 laptops and a printer/scanner. Components not yet available at the time of the sled test shall be simulated by a replacement of equivalent weight and centre of gravity.
Following acceptance of the model vehicle in accordance with the contract, the customer plans to order 18 vehicles from the contractor in the first contract year (2021) and up to 40 vehicles in the second contract year (2022). If an order is not possible in 2021, up to 58 vehicles will be ordered by 2022. In subsequent years 2023/2025, further orders may be placed by the Federal Office. The announced order quantity is expected to be around 40 vehicles per year. During the contract period as of 31 December 2025, the FOPH plans to call up 90 to 180 vehicles in the aforementioned classification. In the long term, the Federal Office endeavours to concentrate the calls on one date and therefore to summarise several delivery dates from 2023 in consultation with the contractor.
Toll Collect GmbH, a company owned by Germany, is entitled to order up to 10 vehicles in its own name and on its own account. This quota shall not count against up to 180 vehicles for the Federal Office.
