The State of North Rhine-Westphalia acknowledges its legal and humanitarian obligation and responsibility to accommodate and care for asylum seekers in accordance with the Asylum Procedure Act. Their accommodation, care and support is supported by the principle of humane and respectful treatment.
The emergency accommodation facilities (NU), the central accommodation facilities (ZUE) and the initial reception facilities (EAE) are institutions of the state of NRW. The facility management is the responsibility of the local employees of the respective district government. The employees of the district government are contact persons for all those involved on site and the only liaison office to the respective district government. In case of doubt, the final decision-making authority for all conflicts of competence arising in the reception facility lies with the employees of the state.
Catering is an essential building block for social peace in an institution. In order to ensure timely, sufficient and qualitatively appropriate catering for the residents and a smooth process in the facility, close cooperation and constant mutual exchange between the actors of the institution, in particular with the client and the care service provider, is necessary.
The tasks of the contractor do not include the exercise of sovereign activities, in particular with regard to the asylum procedure that the accommodated persons have to go through. Nevertheless, the contractor is obliged to support the client in the execution of his sovereign tasks.
