The pilot project is divided into two phases.

In phase I, practical experiences of state and regional planning as well as inter-municipal cooperation with regard to the control of residential land development and the mobilisation of inner development potentials as well as the regional coordination and coordination of municipal building land development and housing policy of municipalities and cities will be recorded and examined in a preliminary study. On the basis of this knowledge, it is then necessary to derive recommendations and approaches for the practice of regional planning and inter-municipal cooperation. Within the framework of Phase I, a competition for interested model regions and the selection of suitable model regions is planned.

In phase II, with the help of model regions, practical ways are to be shown how effective requirements of state and regional planning for needs-based housing construction can look like and how regionally coordinated, needs-based housing construction at spatially compatible locations can be made possible through inter-municipal cooperation. Finally, the results will be presented to the expert public at a closing event and documented and published in a final report and a publication in the series MORO Praxis.

The invitation to tender will be the accompanying research that will supervise the pilot project in the first phase (from November 2022 to February 2024). This call for tenders relates only to Phase I. Phase II will be launched at a later date (approx. End of 2023/beginning of 2024).
