Verkehrsbetriebe Hamburg-Holstein GmbH (VHH for short) is a partner in the Hamburger Verkehrsverbund and operates around 160 lines with around 2,400 employees and 660 buses at 13 locations. As part of the e-mobility strategy of Verkehrsbetriebe Hamburg-Holstein GmbH, up to 200 electric solo buses with a length of between 11.80 and 12.30 meters are to be procured.
VHH receives federal funding for the procurement of electric solo buses, which VHH awards in eight lots in the following way:
- Lot 1: 25 electric solo buses (maximum purchase quantity)
- Lot 2: 25 electric solo buses (maximum purchase quantity)
- Lot 3: 25 electric solo buses (maximum purchase quantity)
- Lot 4: 25 electric solo buses (maximum purchase quantity)
- Lot 5: 25 electric solo buses (maximum purchase quantity)
- Lot 6: 25 electric solo buses (maximum purchase quantity)
- Lot 7: 25 electric solo buses (maximum purchase quantity)
- Lot 8: 25 electric solo buses (maximum purchase quantity)
The eight lots will each be put out to tender as a framework agreement with a partner. The call-off from the individual framework agreements shall be made evenly and in compliance with the requirement of equal treatment of the contractors, unless and unless there are exceptionally important reasons for a deviation from this principle (e.g. poor performance or delay in delivery or insolvency of a contractor of a lot or other significant considerations of expediency).
The above number represents the maximum quantity purchased per lot. VHH is not obliged to call off services or to award individual contracts to the contractor.
The service life of the electric solo buses is at least 15 years. Each electric solo bus must be able to achieve a range of at least 200 km in regular operation due to the interaction of energy storage and charging infrastructure, taking into account the framework conditions of SORT 2. Opportunity charging along the route can also be offered. It must be ensured that the vehicles can be charged (mainly at night) at the depot. The DC charge must be realized conductively and intelligently controlled via a CCS charging interface. The charging infrastructure is procured independently of the vehicle manufacturer and is not part of this procurement procedure. The further requirements for the electric solo buses are defined in the procurement documents.
Tenders for one, several or all lots are permitted. First, a cross-lot sequence of all eligible tenders is determined on the basis of the announced award criteria (list of tenders). The surcharges are awarded starting with Lot 1, over Lot 2 and ending with Lot 8 (order of surcharge).
Each bidder may be awarded a maximum of three lots. Its other offers are also not taken into account in determining the most economical offer in the remaining lots. As soon as a bidder has been awarded the contract for three lots, this is no longer eligible for surcharges in further lots. By way of derogation from the principle of award limitation explained above, a tenderer may also be awarded the contract to more than 3 lots, provided that one or more lots cannot otherwise be awarded due to the award limitation. This also applies if a bidder has already received three awards.
