The target of the procurement is the transportation of daytime activities mainly for people with disabilities in the operating area of the wellbeing services county of Päijät-Häme, as well as other possible passenger transport needs. The procurement is divided into three areas: in sub-area 1, transports are mainly located in the Orimattila area, but customers can also travel to the Orimattila activity centre from the neighbouring municipalities of Orimattila, in sub-area 2 transports are mainly located in the Asikkala region, and in sub-area 3, transports are mainly located in the Heinola area.

An essential part of the procurement also includes the dispatch centre service provider of the Päijät-Häme wellbeing services county (hereinafter referred to as the "Brokerage Centre"), which is responsible for planning the transports of the customers included in the procurement, receiving orders, cancellations and changes, and forwarding transports to vehicles. The operation of the service package requires close cooperation from the service provider both with the wellbeing services county of Päijät-Häme and with the dispatch centre.

With this invitation to tender, the wellbeing services county of Päijät-Häme will procure contract vehicles that will be reimbursed a minimum compensation for each driving day in accordance with the hourly rate offered. During the driving day, the contract vehicle is obliged to drive all passenger transports of customers of the Päijät-Häme wellbeing services county, which are forwarded to the vehicle by the dispatch centre. However, contract vehicles are primarily reserved for the transport of work and daytime activities in the daytime activity centres of the wellbeing services county of Päijät-Häme and mobile daytime activities in housing units.

Transportation of work and daytime activities consists mainly of standard transports known in advance. Transportation takes place mainly on weekdays and takes place between 07:00 and 17:00. In addition to these transports, the vehicle can also be used under the guidance of the dispatch centre for other transports of customers in the Päijät-Häme wellbeing services county, such as business and recreational trips in accordance with the Act on Services for the Disabled or the Social Welfare Act.

The provider offers an hourly rate per vehicle, which must include all costs required for the implementation of the service. In other words, in addition to the hours of the driving day, no assistance or other allowances are separately reimbursed for the operation.
