The framework agreement shall be entered into by Finnmark County on behalf of the County's 8 sixth form colleges. The 8 colleges have more than 2,800 students and more than 500 employees.

The colleges are offering the following education programmes:

— sports and physical education,

— music, dance, and drama,

— specialization in general studies,

— building and construction,

— design, arts, and crafts,

— electricity and electronics,

— healthcare, childhood and youth development,

— media and communication,

— nature,

— restaurant and food processing,

— service and transport,

— as well as technical and industrial production.

Some of the colleges also offer the national programme for professional drivers and a separate course department - OPUS - that are offering different courses for adults’ upper secondary education and training.

The contracting authority shall enter into a framework agreement with a supplier who shall deliver products in accordance with book groups 1 and 2 in the book agreement (core assortment).

Supplementary procurements will not be a part of the contract if the selected supplier is unable to deliver books that are identical to those we already have. This also applies to other textbooks for special education programmes which the selected supplier is unable to deliver as well as rush orders that cannot be delivered by the deadline stated in Annex A, the requirement specification, point 5.2.

Procurement of books to the colleges' libraries is not included in the purchasing obligation.
