The hall was built in 1988 and is in a state of preservation appropriate to its use and age. The building technology is in need of renovation in terms of electrical, heating, ventilation and plumbing. The ventilation devices including fire barriers in the technical room area will be upgraded on site in 2020. The air distribution system in the rest of the building remains in the existing structure and may need to be adapted to the circumstances in the course of the general renovation. The insulation and seals of the HLS have already tested positive for pollutants such as KMF and asbestos. The results of the investigations are part of the tender documents as annex "20 008 3 report".

The hall must also be brought up to date in terms of fire protection. A pollutant remediation with regard to asbestos and KMF is not excluded with regard to the age of the hall. Even if the building structure itself should not be touched, it can happen that the ceilings have to be opened in the course of the renovation of the building services. It may turn out that it may also be necessary to renovate the ceilings. The architectural planning services to be provided include all services required to carry out the renovation.
The chargeable costs are expected to be
- KG 300: EUR 400,000;
- KG 400: EUR 540,000.
The planning services for building planning are tendered as lot 1 with this invitation to tender as well as the specialist planning services HLS and electrical engineering as lots 2 and 3. The structural planning services are awarded separately. With regard to the designation and description of the services to be provided, the client is based on § 34 HOAI 2013 i. V. m. Annex 10. A step-by-step commissioning is intended: in a first step, the so-called performance level 1, all services required for a general renovation are to be considered and backed up with a cost estimate i. S. d. Service phases 1-3 according to § 34 HOAI 2013 in conjunction with Annex 10. The architect has to create a cost estimate for the construction work to be planned and monitored by him in accordance with DIN 276 and to coordinate the cost estimates of the specialist planners. After the communal committees have decided on the services to be performed, the other service levels can be commissioned, possibly limited to individual building services trades.
