This consultation concerns the construction of collective boiler houses to ensure the heat production of the 2,000 dwellings (collective housing buildings) in the cities of Behren-lès-Forbach.

In two functional slices:

— functional unit 1: creation of boiler rooms and connection of buildings to existing or created secondary networks, and renovation of secondary equipment in buildings;

— functional tranche 2: additional replacement (partial or total) of networks and/or equipment in buildings (total estimated amount of work EUR 6 000 000 excluding VAT).

The purpose of this contract is to entrust the holder with the design and implementation of the work on the creation of boiler rooms, the replacement (total or partial of the secondary network for the distribution of heat energy in the cities of Behren-lès-Forbach (approximately 2,000 dwellings) belonging to St. Barbe and the creation or replacement of technical equipment in buildings (column foot valves, PCGs, probes, etc.) to allow virtuous costs of operating and heating loads.

Under the design and implementation:

— the creation of boiler rooms instead of the current exchange substations;

— the creation of boiler houses to be installed according to the technical studies carried out by the holder;

— the replacement and creation of the buried network to existing buildings and/or new exchange substations;

— the creation of new exchange stations as necessary;

— the installation of new secondary equipment in the exchange substations (planned at the scale of the building group building or the stairwell as the stairwell as as the case may be);

— the improvement of the balancing bodies on the distribution network, including carrying out the balancing operations necessary for the proper functioning of the network;

— work in certain dwellings (in particular use of thermostatic taps or temperature sensors);

— the creation of a centralised technical management system (GTC) for all substations and for housing monitoring.
