Provision of public transport services on public transport lines organized by ZKM in Gdynia – incidental transport services, including the so-called reserve

1. The subject of the Order is the provision of public transport services (regular transport as part of local public transport, i.e. public transport) on all days of the week on public transport lines organized by the Public Transport Authority in Gdynia – incidental transport services, including the so-called reserve. a.

2. A detailed description of the subject matter of the Order is set out in Annex 1 to the SWZ.

1. The subject of the Order is the provision of public transport services (regular transport as part of local public transport, i.e. public transport) on all days of the week on public transport lines organized by the Public Transport Authority in Gdynia – incidental transport services, including the so-called reserve. The order includes:

• transport under the so-called reserve – implementation of selected courses on bus and trolleybus lines, from 5:00 to 23:00 on weekdays from Monday to Friday, and with the consent of the Contractor in other hours and days, in accordance with the current timetable on a given line, in place of a carrier who is temporarily unable to witness transport services.

The implementation of selected courses will be ordered by the Ordering Party on an ongoing basis, depending on the needs. The Contracting Authority will have the right to commission the provision of services by the Contractor at the same time no more than 2 PN buses. With the consent of the Contractor, transport under the so-called reserve may be carried out by additional buses – KN, MV and PN types;

• operation of additional brigades on fixed bus and trolleybus lines, not included in the fixed timetables of these lines, or operation of additional bus lines, in connection with:

road repairs and closures,

handling additional passenger traffic related to holidays (including primarily the celebration of All Saints), mass events (cultural, sports, commercial), etc.,

disruptions in transport performed by entities other than road transport (including primarily by PKP Szybka Kolej Miejska w Trójmiasto-ście sp. z o.o.),

other specific reasons justifying the launch of additional services.

The service of additional brigades on fixed lines and the operation of additional bus lines shall be ordered by the Ordering Party at least 7 days in advance, unless it is not possible to meet this deadline for reasons that the Ordering Party could not foresee. The Contracting Authority has the right to order the Contractor to provide services at the same time no more than:

10 buses (not more than 1 type KN, not more than 4 type MV and not more than 5 type PN) on weekdays from Monday to Friday;

15 buses (not more than 2 type KN, not more than 5 type MV and not more than 8 type PN) on Saturdays (except holidays);

20 buses (not more than 2 type KN, not more than 8 type MV and not more than 10 type PN) on Sundays and holidays.

The Contractor will have the right to refuse to accept the services ordered by the Employer without 7 days' notice.

In the event that the number of buses providing services at the same time would exceed the established limits, the Contractor will have the right to refuse to execute orders resulting in exceeding these limits, or will have the right – after agreement with the Ordering Party – to carry out these orders with buses that do not meet the technical and utility parameters specified in point 5, including high-floor city buses and regional low- and high-floor buses.

2. Estimated number of vehicle-kilometers during the period of the Order: 644.500.

3. Order completion date: 28 October 2023 – 31 December 2026, however, the commencement of the Order may take place later, as a result of the Ordering Party's activities related to the proceedings.

4. The provision of services under the so-called reserve is to be carried out by two low-floor city buses, such as:

• PN – length from 17.50 m,

satisfying (strictly required by the Ordering Party):

• conditions specified in the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment (consolidated text, Journal of Laws of 2016, item 2022, as amended) and technical and utility parameters specified in the OPZ.
