The subject of the contract is the execution of construction works consisting in; construction of a new road connecting Nawrot Street with the Paris Commune Square on the section from Nawrot Street to the building at 61a/63 Sienkiewicza Street along with the demolition of the facility on plot No. 254/2, 253/1, reconstruction of the road on the section of Plac Komuny Paryskiej Street, Leon Schiller Avenue and the yard in front of the Sienkiewicza 61a/63 building, reconstruction and renovation with a change in the use of buildings at Sienkiewicza 61a/63 Street along with the execution of gate clearance, construction of an observation tower. The proceedings are carried out as part of the project entitled: Area Revitalization of the Center of Łódź - Project 5" WND-RPLD.06.03.01-10-0001/17.

The project co-financed from the European Regional Development Fund under the Regional Operational Programme of the Łódź Voivodeship for the years 2014-2020.

Nawrot to the building at 61a/63 Sienkiewicza Street along with the demolition of the facility on the plot No. 254/2, 253/1, construction of the network and connections, execution of greenery cutting and new plantings, construction of a border fence, land development in the field of elements of small architecture, reconstruction of the road on the section of Plac Komuny Paryskiej street, al. L. Schillera and the yard in front of the Sienkiewicza 61a/63 building in Łódź along with the reconstruction of the network and connections, cutting of greenery and execution of new plantings, change of traffic organization, land development in the field of elements of small architecture, demolition of the public toilet building on plot No. 250/1, 247/10, reconstruction and renovation with a change in the use of buildings at ul. Sienkiewicza 61a/63 with the execution of the gate clearance, construction of an observation tower, construction of connections, reconstruction of the area in front of the object in the form of hardening and accesses. The description of the subject of the contract can be found in Appendix No. 1 to the SWZ and in the project documentation. The contracting authority withdrew from the division into lots, because the subject of the contract includes works that are closely related to each other and mutually dependent, in order to ensure the correctness of their performance, coordination and avoid problems in the field of granting guarantees.

Pursuant to Article 95 of the PPL Act, the Contracting Authority requires the Contractor or subcontractor to employ persons performing the activities indicated by the Ordering Party in the scope of contract performance, if the performance of these activities consists in performing work in the manner specified in Article 22 § 1 of the Act of 26 June 1974 – Labour Code (Journal of Laws of 2020, item 1320), i.e. activities of persons performing general construction works during the performance of the contract, construction and installation. The type of activities related to the performance of the contract and the method of verifying the employment of these persons and the Ordering Party's rights to control the Contractor's compliance with the requirements related to the employment of these persons and sanctions for non-compliance with them are specified in the model contract

The investment is located in the area covered by the protection of cultural heritage and monuments due to the fact that it is located in the area recognized as a monument of history under the Regulation of the President of the Republic of Poland of 16 February 2015 on the recognition as a monument of history "Łódź – multicultural landscape of an industrial city" (Journal of Laws item 315), it is located within the boundaries of the cultural park created pursuant to Resolution No. XXI/483/15 of the City Council in Łódź of 9 December 2015 on the creation of the Piotrkowska Street Cultural Park (Dz.Urz. Province Łódzkiego of 2016, item 174), as amended by Resolution No. XXXIII/881/16 of the City Council in Łódź of 31 August 2016 (Journal of Laws of 31 August 2016). Province Łódzkiego poz.4041) and is located in the area of the urban layout of Piotrkowskie Street, which has been entered into the register of immovable monuments of the Lodz Province under reg. no. A/48 by decision of 20.01.1971. In the above-mentioned area, a local spatial development plan is in force – resolution no. LXVI/1682/18 of the City Council in Łódź of January 25, 2018 (mpzp107). The findings of the plan are binding on the designer. The construction works carried out must be coordinated with the works planned as part of the implementation of the public contract under the name: "Area Revitalization of the Center of Łódź-Project 5 in the field of reconstruction, renovation and superstructure of the building at ul. Sienkiewicza 63, reconstruction and renovation of the building at ul. Piotrkowska 118, Reconstruction of Plac Komuny Paryskiej street and land development and construction of temporary pavilions in the southern part of the Paris Commune Square "The Witcher Square", reconstruction of schiller's passage, construction of a waterworks on the road connecting ul. Relapse with the Square of the Paris Commune – covered by other proceedings.
