The frame of the assignment is the preparation of a total delivery of a concept evaluation (KVU) regarding positioning of marine research and development activities in Bergen. The concept evaluation shall be designed and comply with the requirements given by the Ministry of Finance's at all time prevailing framework agreement regarding external quality assurance of major governmental investments, with a value of more than 750 000 000 NOK. Assumptions and chapter structure in the concept evaluation shall be in accordance with guidelines for the programme cf. http://www.ntnu.no/concept/veiledere
