The city of Fritzlar is organizing the Hessentag 2024. The City Council has also decided on the project modernization and upgrading of the city hall with regard to the events taking place during Hessentag.

Brief description of the project:

The project is based on the feasibility study for modernizing and upgrading the Stadthalle Fritzlar.

The Stadthalle Fritzlar is located on the upper floor of a building ensemble in a central location, on the edge of the historic city centre.

A design variant was developed that essentially suggests a reorganization of the event level on the first floor. The main focus is on fire protection and here in the organisation of the escape routes. This is accompanied by the redesign of the foyer. The integration of two boxes for cloakrooms or counters, the transformation of the façade for atmospheric lighting, and opening the doors between the hall and foyer creates a coherent space that can also be used as such.

In the hall, the counter area is integrated into the new kitchen clip and can therefore be switched on or not according to the room's use. Without space-defining fixtures, the hall is clearer and flexible in its use. A mobile partition wall ensures different usage formats for the city hall. A mobile stage is integrated into the existing orchestra pit, which can be ramped up if necessary, so that a staggered or even a large stage is created.

The entire brace at the back of the town hall with kitchen and sanitary facilities will be restructured. The sanitary facilities are being modernized, a new barrier-free toilet and new staff toilets are planned. The kitchen is designed as an output kitchen. The new kitchen areas will be optimized for the processes of an external catering service: delivery, portioning, dispensing, rinsing. An official access area is created, which has daylight or offers the possibility to connect another escape route.

The acoustics of the hall is one of the major problems. The installation of acoustically effective ceiling elements creates a new room closure in which all of the hall's technology is integrated: light, sound, ventilation, smoke and heat extraction.

A redesign of the ground floor entrance situation is highly recommended to increase the attractiveness of the town hall and to design a new, modern address. However, as this requires an increased coordination effort due to the shared ownership of the building, according to the client, the entrance area remains unprocessed for the time being.

The award is to be carried out in the form of a procurement procedure (VgV) with participation competition for property planning buildings according to § 33 - 37 and Annex 10 HOAI (2021). The architectural services of the service phases 3 - 9 and partly 1 - 2 HOAI and the local construction management are advertised.

The measure must be completed by June 2023.

Comprehensive knowledge, experience and references in the construction of public buildings and existing renovation must be described and proven in the application for participation.

The estimated total construction costs KG 200 - KG 600 are expected to be €2,342,000.00 gross.

The work phases 1-2 are awarded pro rata and the work phases 3 - 9 are awarded in full.

• The overall project coordination is carried out by the architect, e.g. for:

• structural engineering (if required).

• Technical equipment planning (assigned at the same time).

• Building physics heat protection certificate (to be commissioned).

• Building physics building acoustics (is commissioned).

• fire protection concept (to be commissioned).

In addition, due to the funding amount, the subsidy is required to carry out a construction test.

Execution period

The construction project is expected to start in 2022 and be final in September 2023.
