1. The subject of the contract is banking services for the budget of the Chełm County.
2. The scope of the order shall include, in particular:
1) opening, maintaining and closing current and auxiliary accounts in the national currency and auxiliary accounts in foreign currencies for the Chełm County (including the Poviat Starosty in Chełm) and its organizational units,
2) performing domestic and foreign banking operations (execution of transfer orders, cash deposits and withdrawals),
3) providing a POS terminal and a service related to the handling and settlement of transactions paid using the terminal,
4) issuing and servicing payment cards,
5) providing an electronic banking system for servicing bank accounts.

4. The subject of the contract as at the date of publication of the procedure in question consists of 120 bank accounts in national currency and one in euro.
5. Statement of banking operations made in 2022 on bank accounts of the poviat and its organizational units (approximate data):
1) number and value of own cash payments to bank accounts – 180 pcs./3 200 000 PLN,
2) the average number of own cash payments per month – 15 pcs.,
3) number and value of cash withdrawals from bank accounts – 137 pcs./ PLN 440 000,
4) the average number of cash withdrawals per month – 11 pcs.,
5) the value of the average daily balance of funds on bank accounts – PLN 37,000,000,
6) Number of transfers made:
- within own accounts – 3 330 pcs.,
- to accounts in other banks – 49 300 pcs.,
7) number of issued payment cards – 2 pcs.,
8) number of bank accounts to which payments are transferred via a payment terminal – 2 pcs.,
9) the average number of transactions per month made using a payment terminal - 5 586 pcs.,
10) the average amount of payments per month at the payment terminal – PLN 48,600,
11) the average daily amount of payment at the payment terminal – PLN 2,300.
