The Parking Agency of the Brussels-Capital Region, created by the Ordinance of 22 January 2009 is a public limited company (Article 25 of the Ordinance of 22 January 2009 on the organisation of the parking policy and creation of the Parking Agency of the Brussels-Capital Region).
As such, it wishes, through this contract, to outsource the strategy and operationalization of offline or hybrid communication actions of its brands parking.brussels, Cycloparking and Park & Ride (each time trilingual FR-NL-EN).
This contract is a service contract for the Brussels-Capital Region Parking Agency aimed at improving the reputation and better reaching the target groups.
Considering the Agency's desire to outsource the strategy and operationalization of offline communication actions of its brands parking.brussels, Cycloparking and Park & Ride (each time trilingual FR-NL-EN), the successful bidder must be able to:
define and write a brand new offline or hybrid marketing strategy,
and then write and develop a marketing mix and an annual plan,
including the optimized use of different channels:
- Printed matter (door-to-door promotional folders, magazines, leaflets, advertisements)
- Direct mailings by post
- Television and radio advertising (broadcasting and narrowcasting)
- Cinema, theatre
- Corporate film, advertorial
- Indoor and outdoor advertising, lettering, stickers, signage
- Events (information fairs, animation events, conferences, hybrid webinars, promotion teams)
- Promotional items, merchandising
- Event prints
- …
The contracting authority may provide content elements and graphic services, but in most cases the successful tenderer will have to provide the elements himself and directly manage contacts with suppliers and partners, including the administrative and budgetary monitoring of projects. This public contract effectively requires project support from A to Z. The successful bidder must therefore have the necessary resources and an image bank.
The work must be carried out on the basis of the graphic guidelines determined by the team responsible for publications (Customer Management and Communication Department of parking.brussels) and the graphic charter of the Brussels-Capital Region.
Each proposal is approved by parking.brussels before further development of the project.
With regard to the time limit for the execution of the contract, the project proposal must be delivered at the latest within 5 working days of the submission by the contracting authority of all the documentation and useful information to the successful tenderer.
The number of correction rounds is not determined. The successful tenderer may not impose a limitation on the number of correction rounds provided by the contracting authority.
All invoices must correspond to the amount of the offer initially sent, including any transport or other costs.
The price offer must be fixed by hourly rate for each of the items listed in the offer form (Part B of these specifications).
