Update of the application of data management for Natura 2000

The subject of the call for tenders is to update the data management on Habitats reporting obligations and Habitats monitoring.

The first part of the workflow includes a web-based system for uploading data in XML format by the federal states, automated processes for quality assurance with feedback to the data providers, and the final acceptance of the data. These steps are carried out on an external server at the BfN hosting provider.

After transferring the data to an Oracle instance of the BfN, steps are required to merge the data as well as various evaluation and export options adapted to the respective professional requirements.

The existing processes and structures must be adapted to evolved requirements.

Background:

The EU Fauna Flora Habitat (Habitats) Directive (92/43/EEC), which aims to contribute to the protection of biodiversity in Europe, requires Member States to report on the implementation and achievement of the targets for their area every six years.

This report requires the recording of the occurrences of specific species and habitat types, as defined in Annexes I, II, IV and V to the Directive, as well as the assessment of the status of their individual occurrences. In the federal system of Germany, data collection is the responsibility of the federal states.

On the basis of these and other data sources, the Federal Agency for Nature Conservation (BfN) is preparing a draft report on the basis of these and other data sources on behalf of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), including the assessment of the conservation status of species and habitat types at the level of the three biogeographical regions in Germany.

For the last reporting period (2013-2018), an application consisting of several modules was developed, which enables the transmission of country data to suppliers via a web-based upload process with automatic quality control and feedback, as well as a largely automated merging of country data into a Germany-wide database with versioned storage and the evaluation of the data. The data at the BfN are held and managed in a central Oracle instance.

The application developed for the last reporting period is to be modernized. The user interface of the central component is to be reimplemented, the data structures and rules are to be adapted to the requirements of the EU for the current reporting period (2019-2024) and some functional improvements and changes to the data structure are to be implemented. The transmission of country data to the BfN must begin in the 3rd quarter of 2023.

The component that has previously taken over the evaluation of geospatial data and the generation of standardized maps will be replaced independently of this project. Corresponding interfaces must therefore be replaced in the application. In addition, the application is to be adapted so that reports can be generated for future reporting periods without additional implementation effort.
