It is a framework agreement with single-award purchase orders without minimum or maximum. The services are broken down into three separate lots. Each lot will have a duration of three years and can then be renewed once tacitly for one year. The services relate to fixed telephony, mobile telephony, VPN IP network, internet access and Centrex IP and Lan service. The main objectives are in particular to standardize and rationalize the operator services for a simplification of their management, to set up a VPN / IP MPLS secure network and an associated managed firewall solution, to benefit from an increase in throughput through the implementation in place of FTTH access on remote sites, migrate the main fixed telephony services to a hosted telephony solution of Centrex IP type.

This lot concerns the provision of analog line and T0 services (subscriptions and communications).

This lot concerns the provision of the following services:

- mobile voice, Data and Voice / Data subscriptions as well as associated communications;

- the purchase of terminals and accessories as well as their after-sales service.

The current mobile numbers must be kept (number portability).

This lot concerns the supply:

- a network of VPN / IP site interconnections on MPLS architecture as well as the associated hosted security solution;

- a Centrex IP system and the supply of associated equipment;

- Internet access;

- LAN maintenance and the supply of associated equipment.
