Project management services for the project “Vocational school for nursing professions with company kindergarten”

The large district town of Borna is located in the northwest of the Free State of Saxony in the district of Leipzig and about 30 km south of the most populous city in the Free State, Leipzig. The land intended for the creation of the vocational school for nursing professions with company kindergarten is in an inner-city location and has been or will be used by the former district court and a police station.

As a result of the acquisition of the required land plots planned by the city, the preparation and implementation of the construction measures is to take place from 04/2022 under co-financing under the Coal Regions Investment Act — RL InvKG. The listed district court is to be preserved and renovated as a building, the police station building complex is to be demolished and made available for new buildings.

The city of Borna would like to use a project manager for this purpose. The project manager is expected to start his work in preparing a VGV procedure for planner selection and accompanying the subsequent planning phase from 04/2022.

The city of Borna sees the complex measure as an opportunity not only to create one of the necessary conditions for coping with demographic change in the city, but also the opportunity to meet future needs for nursing staff in the region through training close to home including guaranteed childcare cover.

For this purpose, preliminary studies were carried out in 2021 by the architecture firm Dipl.-Ing. Thomas Näther, Markranstädt. As part of the preparation of the EU-wide tender for planning services, these should be used as a basis for the further service phases.

Project management based on Section 2 (project management project profile) of the AHO series No. 9 (5th edition, March 2020). The assignment should take place in stages (level 1: project levels 1 and 2; level 2: project levels 3 to 5). The services to be awarded are based on project levels 1 to 5 of the above AHO booklet. There is no entitlement to the overall assignment.

The client provides the following services:

- Assist in clarifying the project-specific framework conditions (stage 1);

- Assist in the clarification of property and location issues and in obtaining the relevant documents (stage 1);

- Contribute to the collection of logistically relevant influencing factors; participate in updating them (level 1);

control of sample planning; participation in sampling (level 2);

- Participate in the award negotiations until they are ready for signature (level 3);

- assist the client in initiating independent evidence proceedings (stage 4);

- Start-up control (level 5).

The following deadlines must be taken into account:

• JourFix on site with city administration and planning or construction participants every 6 weeks for project stages 1 to 3 during the planning and construction phase over the period from 04/2022 to 04/2027

• JourFix on site with city administration and planning or construction participants every 2 weeks for project stages 4 to 5 during the planning and construction phase over the period from 04/2022 to 04/2027

The project controller should primarily provide quality, functionality, costs, deadlines and other coordination and support services. This includes, among other things, the preparation and implementation of further subliminal procurement procedures for other planner and expert services.

Cost control includes, among other things, recording and releasing all orders and invoices. An order and billing overview must be made available to the client at least once a month.

In addition to project management services according to AHO, the following special services must be taken into account in the offer:

Due to the financial support of the project through funding, project management services, including implementation of a VGV process for planner selection, profitability analysis and funding management, are to be used to comply with the time and financial framework conditions. In concrete terms, the additional special services include:

- As a special service, planning services from LP 3 to 9 HOAI should be carried out through an EU-wide tendering process as part of project management services for approx. 6 lots in a two-stage negotiation procedure (in accordance with § 17 VgV) including all necessary preparation of tender documents, implementation and documentation of all necessary negotiation rounds (with up to 5 participants per lot), preparation and pre-evaluation of an evaluation matrix and provision of all necessary architectural and engineering contracts. A municipal evaluation committee is to be involved in the process. As part of project management, comprehensive preparation and monitoring must be planned.

- As a special service, a profitability study will be developed by the project management in accordance with the federal government's guidelines for the implementation of funding by the InvKG Directive.

- As a special service, project management services are to be combined with comprehensive support in the area of funding management and billing to provide the city with comprehensive support. This includes applying for, booking and digitally securing all grant payments and notices, preparing applications for cost variance or increase, supporting the city with funding issues, checking all invoices and receipts for eligibility, compiling payment documents and, if necessary, necessary interim proof of use as well as support in the preparation of the final proof of use in accordance with the requirements of the federal government or the SAS/SAB. For transparency, password-protected online access to the contractor's project, funding and order-related accounting database is also required for the duration of the order placement.

The total project costs are currently estimated at 11,540,000.00 EUR gross. The eligible costs for project management services amount to around 8,683,000.00 euros net (KG 200 to 700, excluding KG 710). The expected start of the order is 04/2022, planning is expected to start on 07/2022, construction is expected to start on 04/2023 (postponements are possible).

It is pointed out that the company to be commissioned with the project management should not also be commissioned with planning services for the project.

Multiple applications within the scope of the current call for applications from individual applicants or individual members of an applicant community can lead to the exclusion of all offers concerned if the applicant, the bidding consortium or the competing member companies or bidding consortia affected cannot prove that the offers in question were created completely independently of one another.
