The present operation concerns the creation of the Museum-Memorial of Terrorism on the site of the former outdoor school of Suresnes.
This operation stems from the wish of the President of the Republic, Emmanuel Macron, announced on 19 September 2018, to create a "Museum-Memorial of Terrorism" (mmt). The site chosen is that of the former open-air school of Suresnes (92), a masterpiece of international functionalist architecture listed in the supplementary inventory of historical monuments on the mythical list of 1965, which identifies the icons of the twentieth century during the lifetime of its two designers Eugène BEAUDOUIN and Marcel LODS, before being classified as a historical monument in 2002. The project covers approximately 4,600 square metres of floor area and a plot of approximately 1.6 ha, most of which is parkland.
The amount of the estimated works for this consultation is 37,600,000.00 euroHT.
All the works concerned by the operations are subject to the provisions of Law No. 93.1418 of 31 December 1993 amending the provisions of the Labour Code applicable to building and civil engineering operations in order to ensure the safety and protect the health of workers and to the implementing decrees 94-1159 of 26 December 1994 and 95-543 of 4 May 1995.
As such, the task of coordinating safety and health protection entrusted to a body falls within category 1. The coordinator will be appointed pursuant to Articles L4532-3, -4 and -7 of the Labour Code by the contracting authority.
The coordination mission covers both the design and execution phases of the works as well as additional safety coordination services. These benefits are composed as follows and in accordance with the provisions of Articles 3 and 4 of the CCAP:
The CSPS's traditional missions will be provided for in the contract, namely:
● Opinion on study documents (APS, APD, PRO, DCE), establishment of the PGC, assistance with the ACT, establishment of PPSPS, establishment of the DIUO, opening of the log register, participation in site meetings and frequent site visits, chairmanship of the CISSCT, control of access to the site and fight against undeclared work, taking into account interference with operating activities on the site within or near which the site is located.
the contract consists of a firm tranche (Tf) and an optional tranche No. 1 (To1).
Candidates are reminded that according to Article R.4532-19 of the French Labor Code and given the nature and amount of the operation in question, the CSPS cannot be entrusted with another function in the context of the same operation. Therefore, the performance of an SPS coordinator's mission is incompatible with that of a technical controller and a UCI.
where applicable, candidates may bid in the form of a joint or joint group of companies, pursuant to Articles R. 2142-19 to R. 2142-24, R. 2142-26 and R. 2142-27 of the French Public Procurement Code. However, in accordance with Article R. 2142-22 of the French Public Procurement Code, the consortium awarded the contract must be
the form of joint grouping with joint and several representative.
The form of the grouping chosen by the contracting authority to ensure the proper performance of the contract shall take account of the nature of the services provided and the prevention of default by a member of the grouping.
