With regard to the increasingly changing hydrological conditions and under the authority-loaded and environmentally necessary premise of a permanent reduction of salt freight in the preflooders, the LMBV intends to plan a treatment plant of high-saline heap leaking waters and depending on the planning results are also built.

The aim of this procurement process is to provide an AN for scientific-technical project support, i.e. for research of technical feasibility, evaluation and analysis of data and documents to define possible plant and processing technologies, to prepare and carry out a procurement process for corresponding planning and processing technologies. To bind construction services up to the planning and structural implementation (regular operation) of a processing plant, which, in addition to project support, performs an advisory and documenting function to the AG.

The following services must be performed:.

1. familiarization with all relevant documents, clarification of boundary conditions, recording all relevant data (files running around 1 m).

2. Research on state of the art, technical feasibility as well as commercially available and available equipment or components of evaporation/treatment plants for saline water.

3. Evaluation and analysis of data and documents, definition of possible plant and processing technologies.

In addition, according to section 132 paragraph 2 no. 1 GWB, the LMBV optionally intends to award further services to the AN, depending on the course of the project and the knowledge gained under 3. For this purpose, separate tasks are developed and called up vis-à-vis the AN after consultation with the AG.

Possible services of this optional support include:

— participate in the decision on the type of procurement procedure to be applied (negotiated procedures involving competition, innovation partnership or competitive dialogue) for planning and/or construction of the plant in coordination with LMBV and its legal counsel, taking into account the aforementioned framework conditions;

— Development of the task or demand for an innovative construction work for the procurement process for the planning and/or construction of the plant based on the developed knowledge level, participation in the formulation/design of the other components of the procurement document.

— support and support of the AG in the award process including development and specification of eligibility criteria and award criteria, evaluation of applications for participation, offers, negotiations, participation in answering bidder inquiries, complaints, etc. and documentation compliant with procurement law;

— Evaluation services within the framework of the procurement process, the planning and/or construction of the plant: This includes the introduction of own know-how to the waste water of the potash industry in connection with the properties of bischofferode dump liquors, especially with regard to the assessment of (required) chemical and technical Properties of the plant to be planned and/or built as well as its process and target values. Depending on the problem or question, opinions or short assessments or (partial) opinions are expected;

— a quarterly update of a time and cost plan regarding planning/construction and operation of the plant depending on the current state of knowledge;

— support the evaluation of possible supplements during the planning/construction phase up to regular operation;

— scientific and technical support of the planning, construction, entry and acceptance phases: The LMBV expects optimization-oriented support and testing of the plant. In addition to the mode and degree of action, suggestions for improvement may also be made, checks and coordination with the planning and construction and documentation of the collected results, findings and experience;

— operational on-site appointments on special request including logging: Depending on the problem or question, opinions or short assessments or partial reports are expected;

The above mentioned tasks are not a complete list, but only possible services to be provided by the AN.

The scientific technical project support advertised here is also expected to be present in Sondershausen for voting and consulting appointments within 3 working days at the request of the AG.
