With this framework contract, signature cards with integrated qualified electronic certificates for the creation of a qualified electronic signature for the courts and public prosecutor's offices as well as other institutions of the judiciary of the Free State of Thuringia [consumer] - final represented by the President of the Thuringian Higher Regional Court [client] are to be procured. The signature cards will be used within the framework of qualified electronic signature creation devices in accordance with Art. 3 No. 23 eIDAS Regulation (EU) No. 910/2014 and will be used for the signature of electronic documents to replace the written form.
With this framework contract, signature cards with integrated qualified electronic certificates for the creation of a qualified electronic signature for the courts and public prosecutor's offices as well as other institutions of the judiciary of the Free State of Thuringia [consumer] - final represented by the President of the Thuringian Higher Regional Court [client] are to be procured. There are currently about 650 signature cards from a certification provider. This means that in 2022 the existing inventory cards must be exchanged by 31.12.2022. The purchase of signature cards will gradually increase in the coming years, so that cards for about 2,500 users must be available by 31.12.2025 at the latest. The capacity to issue these quantities of cards must be guaranteed. In particular, the necessary re-equipping of existing cardholders in 2022 must be guaranteed.
