“Renovation and extension of Schmiedeberg secondary school”

The large district town of Dippoldiswalde intends to refurbish and expand OS Schmiedeberg in order to adapt it to current requirements, including student numbers, fire protection and technical equipment. The planning phase is expected to begin in 2022, and construction measures are expected to be implemented by June 2027. In the run-up to planning, a variant analysis must be carried out as part of work phase 2 of property planning: Variant 1: San. and expansion of the OS at the existing location while maintaining and integrating the use of the gymnasium and the adjacent community center. Option 2: San. and expansion of the OS at the existing location, taking into account the dismantling of the gymnasium and the adjacent community center. Option 3: New construction of the OS at a location that has yet to be named (the site is named with an order to avoid land speculation). The continuation of planning and the start of sectoral planning is determined by the resolution of the large district town of Dippoldiswalde on the variant decision. According to planning by the city, the total costs of the measure (KG 200-700) are estimated at 11.1 million euros gross for the renovation of the existing building and the extension. The planning development of the site requires the implementation of an EU-wide award procedure for awarding planning services. With this publication, interested planning offices are invited to apply for the services described below. The planning offices that recommend themselves for the negotiated procedure are expected to be familiar with the implementation of municipal projects such as school buildings. For this reason, the originator refrains from explaining the building in principle and only points out those points that are important to the client and necessary for the fulfilment of the tasks. The exact description of the task is point 2, further information can be found in Appendix A. The proceedings are conducted as a negotiation procedure with preliminary participation competition in accordance with § 17 para. 1 VgV in conjunction with § 74 VgV and § 97 ff. GWB. The awarding body reserves the right to award the contract on the basis of these initial tenders in accordance with Section 17 (11) VgV without entering into award negotiations. The property Lutherplatz 24c, 01744 Dippoldiswalde OT Schmiedeberg (plot 56/1) is approx. 5,270 m² in size and fully developed. A corresponding site plan is attached as appendix 1. The building was built in 1908 as a school, in the 70s of the 20th century, the OS underwent its first expansion (west). The property consists of four fully used floors (KG, ground floor, two OG's). The DG of the old building is unused. It is accessed via a central staircase, located in the old building. In the 90s, a fire protection staircase was added to the gable side west, which, however, does not open up either the cellar or the 2nd floor of the 1st extension. For this reason, the school and the institution are threatened with a ban on their use. The building is close to the road in the hillside area. The external appearance is characterized by the main building built around 1908 with clear window symmetry, high mansard roof with beaver tail covering, roof house and roof ridge. The gymnasium, which is adjacent to the south by a connecting body, is a listed building like the old building, but it can be dismantled here, contrary to the preservation value of the OS. The NG located at the rear of the property is classified as not worth preserving. On parcel 56/1, in the area of the rescue stairs, runs the main water line of the village of Schmiedeberg. The management plan is part of Appl. A. The community house is located at Altenberger Str. 19, parcel 58 of the Schmiedeberg district with a plot size of approx. 2,170 m². Property 58 is located in the flood hazard area at HQ 100. Further information and details on the task can be found in Appendix A.

Project planning

Services are commissioned in accordance with § 34 et seq. HOAI i.V. with Appendix 10.1 HOAI via LPH 1 to 9. First, LPH 1 to 2 are commissioned. An assignment of LPH 3 to 9 is optional. There is no legal claim to the transfer of services beyond service phases 1 to 2. If necessary, informally name any necessary subcontractors for the respective object of the order. The awarding authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services as part of the 1st stage: 1. Basic services:

Service phases 1 to 2 of § 34 para. 3 HOAI are to be provided by the contractor. The basic services in accordance with Appendix 10.1 of the HOAI under Section 34 Paragraph 4 and Section 35 Paragraph 7 must be performed for these specified service phases. Variants 1 and 2 are to be understood as basic services. 2. Special and additional services (mandatory to offer): - Development of a protected Internet-based project space: Platform for data exchange (EU based — Dropbox not possible), for free use of the client and specialist planner. - LP 2: Additional expenditure for variant 3: The Commissioning of the 2nd stage is optional in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Basic services: The contractor must provide service phase 3 of Section 34 (3) of the HOAI. In doing so, the basic services according to Appendix 10.1 of the HOAI to Section 34 Paragraph 4 and Section 35 Paragraph 7 are to be carried out for these specified service phases. 2. Special and additional services (mandatory to offer): - Continuation of a protected Internet-based project space: Platform for data exchange (EU based — Dropbox not possible), for free use of the AG and specialist planner; - Specialist space planning: specialist space planning for the workshop cabinets (including ancillary room). 3. Other special and additional services (voluntary information, optional commissioning): - Fire protection concept in accordance with AHO No. 17, LP 1 to 3; - Planning and consulting services for building physics, thermal insulation and Energy balance, building acoustics performance profile and room acoustics performance profile in accordance with Appendix 1.2.2 HOAI via LP 1 to 3.

The commissioning of the 3rd stage is optional in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Basic services: Service phases 4 to 9 of § 34 para. 3 HOAI are to be provided by the contractor. In doing so, the basic services according to Appendix 10.1 of the HOAI to Section 34 Paragraph 4 and Section 35 Paragraph 7 are to be carried out for these specified service phases. 2. Special and additional services (mandatory to offer): - Continuation of a protected Internet-based project space: Platform for data exchange (EU based — Dropbox not possible), for Free use of the working group and specialist planner; - Specialist space planning: specialist space planning for the work cabinets (including ancillary room). 3. Other special and additional services (voluntary information, optional commissioning): - Fire protection concept according to AHO No. 17, LP 1 to 3; - Planning and consulting services for building physics, thermal insulation services and energy balancing, building acoustics performance profile and room acoustics performance profile in accordance with Appendix 1.2.2 HOAI via LP 1 to 3. The commissioning of the 3rd stage is optional in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Structural design

Services are commissioned in accordance with § 51 et seq. HOAI i.V. with Appendix 14.1 HOAI via LPH 1 to 6. First, LPH 1 to 3 are commissioned. An assignment of LPH 4 to 6 is optional. There is no legal claim to the transfer of services beyond service phases 1 to 3. If necessary, informally name any necessary subcontractors for the respective object of the order. The awarding authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services as part of the 1st stage: 1. Basic services:

Service phases 1 to 3 of § 51 para. 1 HOAI are to be provided by the contractor. The basic services in accordance with Appendix 14.1 HOAI to Section 51 Paragraph 5 and Section 52 Paragraph 2 must be performed for these specified service phases. The commissioning of the 2nd stage is optional in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Basic services: Service phases 4 to 6 of § 51 para. 1 HOAI are to be provided by the contractor. In doing so, the basic services according to Appendix 14.1 HOAI to Section 51 Paragraph 5 and Section 52 Paragraph 2 are to be carried out for these specified service phases. 2. Special and additional services (to be offered on a mandatory basis): - LPH 4: Proof of constructive fire protection, if necessary taking into account the temperature (hot design). - LPH 8: Engineering check of the design of the supporting structure for compliance with the tested static documents. The awarding authority reserves the right to request additional suitability documents. According to the contract, the contractor must provide the following services as part of the 1st stage: 1. Basic services: Service phases 1 to 3 of § 55 para. 1 HOAI are to be provided by the contractor. The basic services in accordance with Appendix 15.1 HOAI to Section 55 Paragraph 3 and Section 56 Paragraph 3 must be performed for these specified service phases. The 2nd stage is commissioned in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Basic services: Service phases 4 to 9 of § 55 para. 1 HOAI are to be provided by the contractor. The basic services in accordance with Appendix 15.1 HOAI to Section 55 Paragraph 3 and Section 56 Paragraph 3 must be performed for these specified service phases. Basic services: Service phases 1 to 3 of § 55 para. 1 HOAI are to be provided by the contractor. The basic services in accordance with Appendix 15.1 HOAI to Section 55 Paragraph 3 and Section 56 Paragraph 3 must be performed for these specified service phases. The 2nd stage is commissioned in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Basic services: Service phases 4 to 9 of § 55 para. 1 HOAI are to be provided by the contractor. The basic services in accordance with Appendix 15.1 HOAI to Section 55 Paragraph 3 and Section 56 Paragraph 3 must be performed for these specified service phases. Outdoor facilities

Services are commissioned in accordance with Section 39 ff. HOAI in association with Annex 11.1 HOAI via LPH 1 to 9. The client provides for a phased assignment. First, LPHs 1 to 3 are commissioned. An assignment of LPH 4 to 9 is optional. There is no legal claim to the transfer of services that go beyond service phases 1 to 3. Informally name any required subcontractors for the respective object of the order. The awarding body reserves the right to request suitability documents. According to the contract, the contractor must provide the following services within the framework of stage 1:1. Basic services:

Service phases 1 to 3 of § 39 para. 3 HOAI are to be provided by the contractor. The basic services according to Appendix 11.1 HOAI to Sections 39 et seq. of the HOAI are to be carried out for these listed service phases. The commissioning of the 2nd stage is optional in accordance with the contract. The following services are to be provided as part of the 2nd stage: 1. Basic services: Service phases 4 to 9 of § 39 para. 3 HOAI are to be provided by the contractor. In doing so, the basic services according to Appendix 11.1 HOAI to Sections 39 et seq. of the HOAI are to be carried out for these specified service phases. 2. Special and additional services (mandatory to offer): - LPH 9: Monitoring services for a) Development and maintenance care; b) Remediation of defects.
