The subject of the present proceedings are the planning services required for the construction of a new road maintenance depot with the functions integrated in a building: workshop, warehouse, vehicle hall and administration as well as a separate road salt warehouse in Markdorf.
Due to its geographical location, the location of the road maintenance depot in Markdorf is already of central importance for the maintenance of the road infrastructure in the Lake Constance district. This will increase with the completion of the B 31 new bypass Friedrichshafen, which will be operated in future by the road maintenance center Markdorf with its extensive ancillary facilities and in particular with the two 700 m long tunnel tubes. With regard to the planning procedure for the B 31 between Meersburg and Immenstaad (in all likelihood there will be tunnel facilities), further tasks will be assigned to the road maintenance center in Markdorf.
For the district, it is therefore important to secure the location of the street master Markdorf permanently. This also against the background of increasingly scarce development areas in the Lake Constance district.
The functions of the new Straßenmeisterei should be summarized in a building with internal development. Due to operational reasons, the road salt storage warehouse is planned as a separate building.
Access should be from the existing roundabout Oberfischbach. This requires an additional branch. Access and exit can not be realized due to the small diameter of only 30 m. Since an equalization of the traffic flows is desired, the exit of the road master is to take place over the existing confluence of the Oberfischbacher road in the K 7742.
The following criteria are to be considered in the planning in particular:
- consideration of climate protection and climate adaptation in planning,
- Use of renewable raw materials, separability of the materials when dismantling the building,
- Efficient use of resources (building materials, water, energy), low use of resources,
- Energy supply with renewable energy sources, minimal principle in the implementation of the entire building services, simple operation,
- Recyclable, health and environmentally sound building materials with EU certification,
- total energy requirement (consideration of life cycle costs including CO2 pricing and life cycle assessment),
- Accounting for the individual construction phases and building materials (indoor and outdoor) is expected during further planning.
The district of Bodenseekreis strives for closely coordinated and integrated planning, which takes full account of the aspect of sustainability in particular.
The Lake Constance district also has its own climate protection goals, which must be taken into account in the planning. Likewise, the future climate protection law should already be considered.
The project has a total budget of approx. 12.9 million gross (KG 200-700).
Against this background, the services are offered as general planning services with the following planning disciplines in LPH 1 to 9:
- object planning, buildings and interiors,
- structural design,
- technical planning technical equipment,
- Free layout planning.
It is intended a gradual commissioning. When concluding the contract, initially only the services of LPH 1 and 2 are commissioned.
Phase 2 should be completed by autumn 2020. The commissioning of the new Straßenmeisterei is targeted for 2024.
