ICS Sverige, lead partner of the EU Arts Live project, is seeking a developer to design and construct a new platform and accompanying app. They are intended to serve as a portal to livestreams of the performing arts. They are also intended to serve as the base for a global social media campaign to promote global viewership of these livestreams. The goal is not to create a website, but to create an independent platform (e.g. FB, Insta, YT, Twitter, etc.)

We envisage that the full development of the platform and app may be implemented in stages. The basic beta version of the platform needs to have the following capacities:

---synchronized listings of upcoming livestreams including a link to the livestream

---automated notifications of new listings across a range of social media outlets

---automated reminders of upcoming livestreams

---ability for viewers to upload recommended livestreams

---ability for administrator to delete recommended livestreams

The fully developed platform and app should also include:

---multiple pages for listings by artistic genre

---window for slideshow and live videos

--- capacity for embedding video links

---chat box or other format for comments/reviews of performances by viewers.

The functions of the app should be complementary to the platform functions as much as possible but need not be identical. The focus should be on those functions which will most promote the informational and promotional goals of the project.

The design of the platform being of critical importance, tender offers must include a preliminary sketch or draft design or designs. The goal is not to design and build something which looks like a website. The goal is to have an appearance which suggests that the platform is an independent place with its own functions. (i.e. when you log on to FB or YT or Insta or Twitter it does not look or act like a website. It has its own organization.) The organization needs to be simple.
