The subject of the order is "Purchase of rights to use the Oracle Paas & IaaS Universal Credit service or equivalent service for a period of 12 months from the date of launching the service, in the number of 1 565,000 Universal Credits or equivalent units, and purchase of expert consultancy services for the delivered service for a period of 12 months from the day the service was launched. " A detailed description of the subject of the contract is included in Annex 1 to the ToR.

The period of 2 months specified in section IV.2.6) of the announcement should be understood as 60 days calculated from the set date for submission of tenders. The awarding entity will apply the procedure specified in art. 24aa section 1 of the Act of 29.1.2004 Public Procurement Law (i.e. Journal of Laws of 2019, item 1843), hereinafter referred to as the "Act".

" The Contractor within 3 days from the date of posting on the Purchasing Platform https://zamowienia.miir.gov.pl information referred to in art. 86 section 5 of the Public Procurement Law, is obliged to provide the Employer with a declaration of belonging or non-belonging to the same capital group as referred to in art. 24 paragraph 1 point 23 of the Act. Along with submitting the declaration, the Contractor may provide evidence that links with another Contractor do not lead to a distortion of competition in the contract award procedure. A specimen declaration is attached as Annex 4 to the ToR. The Awarding Entity does not provide for the possibility of awarding contracts referred to in art. 67 section 1 points 6 and 7 of the PPL Act. Communication between the Employer and Contractors takes place in Polish via the purchasing platform at https://zamowienia.miir.gov.pl. The term of the contract referred to in point II.2.7 is given for the purposes of the announcement. The contractor is required to complete the contract within:

- 12 months from the date of launching the service for the service mentioned in § 2 para. 1 point 1 of the model significant provisions of the contract,

- 12 months from the date of launching the service for the service mentioned in § 2 para. 1 point 3 of the model contract provisions. The launch of the service referred to in § 2 paragraph 1 point 1 and point 3 of the material provisions of the contract will take place not later than from January 1, 2020, and in the case of prolonged public procurement proceedings not later than from February 2, 2020.
