The Abellio Rail Baden-Württemberg GmbH will take over the operation of the rail passenger transport network "Stuttgarter Netz" in Baden-Württemberg from mid-2019. The traffic increases step by step to 7.3 million train kilometers with 52 locomotives. To ensure long-term mobility in the network, the AG is looking for one or two general contractors to take over rail replacement services (SEV) as well as short-term bus emergency services (BNV).
The total performance is divided into 2 lots.
Lot 1 covers the services north and within the Stuttgart area.
Lot 2 includes the services south of the Stuttgart area.
The award decision for the two lots will be made independently. Tenderers may submit a separate bid for both lots. The submission of offers for lot combinations is not permitted. The contract with one or two general contractors runs until the end of 2021 and can optionally be extended for another year until 2022.
The AG issues a framework contract for the period until the end of 2020 with an option to extend it until the end of 2022. We are looking for a contractor who, as a general contractor, independently organizes both rail replacement services and bus emergency services on the advice of the AG. In the course of the negotiated procedure, the AG explicitly reserves the possibility to award the contract after the first round of bidding and not to call for negotiations. The economic efficiency of the offers is based on a price per SEV-km and per BNV-km as well as quality criteria. The quality criteria are listed in the tender documents and are weighted at 25%. The weighting of the price is 75%. For each lot, a maximum of one framework contract is concluded with an AN. A bidder can be awarded the contract for both lot 1 and lot 2.
