For the permanent impairment of nature and landscape within the framework of the ISEK Hillerheide, forestry compensation areas of third parties are sought in accordance with § 39 Landesforstgesetz NRW, in the natural area "K01 Münsterländisches und Westfälisches Tiefland", size 4.64 hectares.
The ISEK Hillerheide, which was developed in 2015 on behalf of the city of Recklinghausen and decided by the council, defines the following five lead projects (LP) for the development of the district Hillerheide:
1. “Future concept former trotted track”
2. “Urban integration Blitzkuhlenstraße”
3. “Attractive center Gertrudisplatz”
4. “Neighbourhood Life - Complementing and Networking Existing”
5. “Energetic district renovation”
The aim of ISEK Hillerheide is, among other things, to create a sustainable and future-proof residential quarter on the former trotting track site and to integrate it in the best possible way into the grown district of Hillerheide, taking into account the local development and infrastructure, the residents and their usage requirements.
In the course of the realization of this project, the conversion of forest areas located on the site is necessary.
To compensate for this permanent impairment of nature and landscape, the city requires nature conservation compensation areas within the meaning of § 15 Abs. 2 Bundesnaturschutzgesetz (BNatschG) in conjunction with § 31 of the Act for the Protection of Nature in North Rhine-Westphalia (LNatschG NRW). Since forest areas are being converted on the trotting track area, the permanent provision and maintenance of forest areas in the compensation area "K01 Münsterland and Westphalian Lowland" is required for compensation in order to restore the functions of the natural balance in the same way.
The subject of this VgV procedure is the provision of land as well as planting and care measures.
