Services according to HOAI service phases 1 to 9 for the new construction of a rail vehicle workshop for the operational and heavy maintenance of electric, combustion-powered and alternative drive technologies (e.g. fuel cells) equipped traction vehicles.

The rail vehicle workshop should have the following essential characteristics:

- workshop halls (multi-track),

- social, storage and administrative rooms,

- workshop equipment including all machine systems,

- outdoor facilities including development,

- Track systems (workshop tracks, siding, feeder),

- 15 kV catenary system inside and outside the factory, including feeder track,

- Control and safety technology (EOW and technical railway safety systems),

- underfloor wheel lathe,

- optional external cleaning system,

- traffic engineering systems for motor vehicles.
