The subject of the contract is a service for the collection of municipal waste from the owners of the property, on which residents from the area of the municipality of Kwidzyn reside between 1 January 2022 and 31 December 2023 and their transport to the Municipal Installation — Waste Disposal Plant Sp. z o.o. in Gilwa Mała 8, 82-500 Kwidzyn.
1) A detailed description of the object of the order is Annex No A to the Specification of the Conditions of the Order.
2) The list of properties on which residents reside is Annex B to the Specification of the Terms of Order.
1) Receiving from all properties on which residents reside, generated in any quantity of unsegregated (mixed) municipal waste (waste code 20 03 01), collected in containers and in bags held by containers (in case of periodic surpluses, when waste those won't fit in containers).
2) Receiving from properties on which residents reside, produced in each quantity selectively collected, in bags and/or in containers, municipal waste of the following fractions:
- paper,
— plastics,
— metals, e.g. cans,
— multi-aerial packaging,
- glass,
— ash,
— biowaste, including biodegradable waste from gardens, household food and kitchen.
3) Receipt of mixed municipal waste and waste selectively collected from all properties on which residents reside located within the municipality of Kwidzyn, according to the list of properties constituting Annex B to the SWZ.
4) Provide the owners of the property on which the residents reside (for the duration of the subject of the contract — 2 years) bags for selective waste collection in a total amount of at least 868 500 pcs.
5) Disposition, according to the list - Annex B to SWZ, bags for selective collection of waste among the properties on which residents reside.
6) Dedications, in the form of calendars, of two colored schedules for the collection of waste (mixed
And selectively collected) and agreeing them with the Ordering Party - before they are distributed among the properties on which the inhabitants (households) reside.
7) Distribution, according to the list - Annex B to SWZ among the properties on which residents (households) reside in both single-family and multi-scale development — one paper-based schedule for each household, in deadlines:
(a) until 17.12.2021 — for the calendar year 2022,
(b) until 1.12.2022 — for the calendar year 2023.
8) Organize and conduct eight detour collections of large-sized waste and used electrical and electronic appliances and RTV equipment, due to Saturdays. These collections will take place on the following dates: 19 March, 18 June 17 September, 17 December 2022 and 18 March, 17 June, 16 September and 16 December 2023. The specified deadlines for the completion of the collections the Contractor will include in the waste collection schedules drawn up by himself referred to in the waste collection schedules referred to in point 6.
9) Submit monthly reports to the Ordering Authority, which are the basis for issuing an invoice for the service performed.
10) Maintain records relating to the activities covered by the contract, producing annual reports and submitting them to the Contracting Authority by 31 January for the previous calendar year.
11) Receiving municipal waste in a way that ensures the maintenance of adequate sanitation and environmental protection.
12) Meeting the requirements for the transfer of received municipal waste: to the Municipal Installation — Waste Disposal Plant Sp. z o.o., with its registered office in Gilwa Mała 8, 82-500 Kwidzyn.
13. Meeting the requirements for equipment of the Contractor:
(a) Receipt of waste will be carried out in accordance with the provisions of law, in particular using vehicles that meet the relevant requirements — in accordance with the Regulation of the Minister of the Environment of 11.01.2013 on specific requirements for receiving municipal waste from owners real estate, having the minimum number of vehicles required.
(b) The Contractor must have a storage and transport base located on the territory of the municipality of Kwidzyn or at a distance of not more than 60 km from the border of the municipality of Kwidzyn, on the territory to which the Contractor has a legal title, meeting all the requirements specified in Rozporz. Minister of the Environment from 11.1.2013 on the detailed requirements for the receipt of the commons from property owners.
