Ler Schwemmloch subdivision in La Wantzenau — urban planning and VRD project management

The purpose of this consultation is to entrust the selected contractor with the following tasks:

— lot 01: mission of chief urban planner of the subdivision,

— lot 02: project management mission of development.

It is a question of realizing a new neighbourhood in a sustainable development logic and integrating the architecture of future constructions in a “village spirit”: the implementation of environmental quality and energy sobriety is a transversal dimension to be transcribed into all project management files.

In the event of a grouping, after award, the latter must be a joint, the agent being solidary of the other members of the group.

Free variants are not allowed.

The estimated financial envelope allocated to the work amounts to EUR 7 080 000 excl. VAT (excluding work on the framework bridge already engaged).

Mission as Chief Planner of the Development

The contract consists of the following elements:

(a) the missions in the study phase below:

— the adjustment of the urban plan,

— the definition of environmental ambitions imposed on builders: energy, low carbon, biodiversity...

— the planning file: application file for an amending development permit with the exception of the PA8,

(b) the following additional missions:

— assistance and advice for the implementation of the operation,

— Assistance to Consultation and Public Information (AIT).

Only teams that present and justify the following skills and specializations may meet this contract:

1) a competency in urban planning, architecture and landscape treatment;

2) competence in environmental matters, including energy engineering (in particular in the development of renewable energy and optimization of consumption).

The Candidate or Team will be required to provide an application file showing:

— the identity of the candidate or the composition of the team (or group),

— for lot 01: for the signing of the application for a development permit:

—— the registration number to the order of architects if applicable (or for foreign candidates, justification of a title of architect and their approval to carry out this activity issued by their country of origin), or the justification of the title of designer landscape designer within the meaning of Article 174 of Law No 2016-1087 of 8.8.2016 for the reconquest of the biodiversity, nature and landscapes.

As well as, in the case of grouping, the qualifications of the co-contractors.

— a note detailing and explaining the functioning of the candidate or team (or group) for the monitoring of studies and, work for Lot 02, with the construction of the site, the skills, the division of tasks and the general human and logistical resources of the candidate or group.

This note may be accompanied by a functional diagram.

In particular, this note will specifically specify which team member (s) ensures:

— architectural coordination;

— environmental ambitions for manufacturers;

— the methodology and coordination tools (exchange platform, regular meetings, etc.) on the one hand with the contractors of the buildings, on the other hand with the different stakeholders of the project (municipality, concessionaires/managers, Eurometropolis, etc.), with the specificity of the realization of a digital model of overall 3D/BIM installations and buildings.

A dossier of specific references highlighting:

1) a specific reference file highlighting five recent development operations (last three years), of a similar nature, in particular the management of water in the flood zone, for both development and construction, with the following details: name of contractor, location of development, type of mission of project management, potential contractors, the cost of the works (in EUR excl. VAT), the rate of remuneration, the year and time for completion, the area of the project;

2) the three most significant graphical references of 3D development projects (including HRDs), one reference per page, on corresponding digital files, only in pdf format;

3) a complete list of references of a diverse nature (to be differentiated from the above references).

In case of grouping:

— each member of the group shall provide a list and a complete description of the significant references in the field concerned, with an indication of the tasks actually carried out;

— each member shall also provide three significant references to be included in a single document containing also the three significant references of the aforementioned representative.

Significant references should be used to justify the production capacity of 3D layout design plans.

Mission of project management of development

The contract consists of the following elements:

Study phase:

— participation in the adjustment of the urban plan carried out by the holder of lot 01 for the landscape and HST components,

— the planning file: application file for amending development permit: PA8 only,

— update of the preliminary draft (AVP),

— the project (PRO) and execution (EXE) including signage.

Work phase:

— the drafting of all the Business Consultation Files (WFD) necessary for the work,

— Assistance for the award of works contracts (ACT)

— Management and execution of works contracts, with work control (DET)

— Assistance in the reception and delivery of works to the community and network managers (AOR).

The contractor must ensure at each stage of the development project that his renderings and reflections meet the expectations, regulations, standards and procedures (including retrocession and/or management) necessary for each service (municipality of Wantzenau, Eurometropolis of Strasbourg), concessionaires (sanitation, ARP, public lighting, electricity, telephony, gas, fiber...).

The following complementary missions:

— the development of a know-how for the adaptations of the project (altimetries of the tracks),

— scheduling, steering, coordination,

— assistance and advice for the implementation of the operation,

— Assistance to Consultation and Public Information (AIT).

The Candidate or Team will be required to provide an application file showing:

— the identity of the candidate or the composition of the team (or group).

A note detailing and explaining the functioning of the candidate or team (or group) for the monitoring of studies and, work for Lot 02, with the completion of the site, the skills, the division of tasks as well as the general human and logistical resources of the candidate or group. This note may be accompanied by a functional diagram. In particular, this note will specifically specify which team member (s) ensures:

— details of the production of the plans, descriptions and written documents, monitoring and control of the works;

— the drafting of the various technical specifications and the analysis of offers for these diagnostics;

— the CIB and the coordination of the OPC with the manufacturers;

— the methodology and coordination tools (exchange platform, regular meetings, etc.) on the one hand with the contractors of the buildings, on the other hand with the different stakeholders of the project (municipality, concessionaires/managers, Eurometropolis, etc.), with the specificity of the realization of a digital model of overall 3D/BIM installations and buildings

For each of the lots, the agent must also provide:
