Protection of the facilities of the Municipal Services Department in Szczecin (broken down by parts)

The object of the contract is the protection of the facilities of the Municipal Services Department in Szczecin (broken down by parts), i.e.:

Part I: Protection of the Central Cemetery in Szczecin

Part II: Protection of the Western Cemetery at Bronowicka Street in Szczecin

Part III: Protection of the Arkonka Recreation Complex in Szczecin

Part IV: Protection of the Dąbie city bathing in Szczecin

Part V: Protection of the Głębokie and Dziewoklicz bathing sites in Szczecin

Part VI: Protection of the area of the city park Różanka in Szczecin

Part VII: Protection of the Amphitheatre in Żydowce in Szczecin

Protection of the Central Cemetery in Szczecin

1) protection of property in the Central Cemetery against theft and devastation and protection

people staying at the Central Cemetery before the attacks,

2) control of business entities providing services in the Central Cemetery by:

a) checking the permits issued by the Ordering Party for executed

service

b) control of imported and exported elements of tombstones,

c) checking the compliance of the places of services performed with the places specified in the content of permits issued by the Ordering Party,

3) traffic control of all vehicles entering and leaving the area

Central Cemetery according to issued entry passes or purchased

in the Mobile City Card System,

4) preventing acts of vandalism and eliminating the theft of tombstones and plants,

5) enforcement of compliance with applicable order regulations,

6) control of the import and export of waste,

7) monitoring of office rooms of the administration of the Central Cemetery and the headquarters of the Ordering Party,

8) patrolling the area,

9) service of the Main Gate of the Central Cemetery,

10) support for a motorized rapid reaction group (at least two)

with a guaranteed travel time to the protected facility, not longer than

15 minutes from receipt of the call,

11) equipping patrols with guard control systems based on GPS technology,

with the possibility of verification of completed routes in the past and present tense,

12) providing mobile CCTV sets,

13. maintenance of monitoring equipment.

Protection of the Western Cemetery at Bronowicka Street in Szczecin

1) physical protection – 1 security employee – with the operation of the monitoring system during the hours

opening of the cemetery, in accordance with the regulations, i.e.:

a) on weekdays (except Saturdays, Sundays and public holidays

from work), as follows:

A. from 03.11 to 31.03 – 15.00 – 18.00,

B. from 01.04 to 31.10 – 15.00 – 21.00,

(b) on Saturdays, Sundays and public holidays, as follows:

A. from 03.11 to 31.03 – 7.00 – 18.00,

B. from 01.04 to 31.10 – 7.00 – 21.00,

c) on 01.11 – 7.00 – 2.00,

d) on 02.11 – 7.00 – 21.00,

2) electronic protection – outside physical protection hours – through:

a) lease and commissioning of the video analytics server and adaptation of the existing video monitoring system of the Ordering Party consisting of:

from 8 cameras, with functions: crossing the line, intrusion into the area, leaving an object,

b) lease and commissioning of an audible warning system, consisting of a minimum of 4 external VOIP IP speakers,

c) remote supervision of video signals and reacting to signals through voice messages and the arrival of a rapid response group,

3) support by the rapid response group, especially in the case of incidents such as: acts of vandalism and destruction of property, refusal to carry out orders regarding

e.g. leaving the facility, indecent or aggressive behaviour; The contractor will be obliged to provide a motorized rapid response group

(at least two) with a guaranteed travel time to the protected facility, not longer than 15 minutes from receiving the call.

Protection of the Arkonka Recreation Complex in Szczecin

1) direct round-the-clock physical protection,

2) opening and closing the entrance and exit gates, according to the hours

opening and closing of the facility,

3) opening and closing the entrance gates of supply and maintenance,

4) opening and closing of parking barriers for supply and maintenance,

5) service of parking barriers in the event of a breakdown (lifting parking barriers),

6) reading tickets and passes with a mobile device at the entrance to the facility

in the summer season,

7) reading tickets purchased in the Mobile City Card application at the entrance

for the object in the summer season,

8) Assisting customers with bouncing tickets at the entrance turnstiles during the season

summer and winter,

9) escorting employees at the facility during cash collection from the cash registers of the facility,

10) notifying the relevant services in the event of night failures (electric emergency,

water and sewage emergency),

11) constant patrolling, monitoring the condition of the facility and immediate information

Representative of the Contracting Authority about the perceived hazards, damages

and irregularities,

12) constant surveillance of signals transmitted, collected and processed in systems

and destruction of property, refusal to comply with orders concerning, for example, leaving the facility, immoral or aggressive behavior,

14) traffic control of all vehicles entering the facility

and leaving the facility, in consultation with the Representative of the Ordering Party,

15) knowledge of the facility regulations,

16) mandatory participation in training in the use of mobile reading devices

Protection of the Dąbie city bathing in Szczecin

1) direct round-the-clock physical protection carried out respectively:

(a) in the period from 30 November 2023 at 9.30 to 31 December 2024.

(b) in the period from 01 January 2025 at 9.30 to 30 November 2025.

to 9.30 o'clock

2) opening and closing the entrance and exit gates, according to the hours

the opening and closing of bathing waters,

3) opening and closing the entrance gates of supply and maintenance,

4) reading tickets and passes with a mobile device at the entrance to the bathing area in the summer season,

5) reading tickets purchased in the Mobile City Card application,

6) assistance to customers in bouncing tickets at the entrance turnstiles in the summer season,

7) escorting employees at the facility during cash collection from the cash registers of the bathing area,

8) notifying the relevant services in the event of night failures (electric emergency,

water and sewage emergency),

9) constant patrolling, including a tour of the bathing area, monitoring the condition of the bathing area and immediate informing the Representative of the Contracting Authority about noticed threats and irregularities,

10) constant surveillance of signals transmitted, collected and processed in the systems

alarm and operation of electronic systems installed at the bathing area

security and alarm systems, in a manner consistent with the applicable rules

use of these devices and ad hoc intervention (in the event of receiving an event signal - immediate reaction, including directing a rapid response group to the scene of the incident),

11) support by a motorized rapid response group with a travel time not longer than 15 minutes from receiving the call, especially in the case of events such as: acts of vandalism and destruction of property, refusal to comply with orders regarding

e.g. leaving the facility, immoral or aggressive behavior,

12) traffic control of all vehicles entering the bathing area

and leaving the bathing area, in agreement with the Representative of the Ordering Party,

13) a tour of the bathing area using a sentinel control system based on

on GPS technology, having 4 mobile checkpoints (location indicated each time by the Representative of the Ordering Party) with the possibility of verifying the routes made in the past and present tense and free of charge making available in electronic form - at the Ordering Party's request - daily route reports made by patrols. The frequency of bathing events is:

a) in the period from 15.06.2024 to 31.08.2024 (summer season):

- during the opening hours of the bathing area, i.e. 10.00 – 20.00 – 6 times, i.e. at 10.30, 12.30, 14.30, 16.30, 18.30, 20.00,

b) in the period from 15.06.2025 to 31.08.2025 (summer season):

- during the opening hours of the bathing area, i.e. 10.00 – 20.00 – 6 times, i.e. at 10.30, 12.30, 14.30, 16.30, 18.30, 20.00,

c) on other dates (outside the summer season):

- during the opening hours of the bathing area, i.e. 10.00 – 18.00 – 5 times, i.e. at 09.30, 11.30, 13.30, 15.30, 17.30,

14) knowledge and observance of the rules of the bathing area,

15) mandatory participation in training in the use of mobile reading devices

entrance tickets before the summer season.

Protection of municipal bathing areas Głębokie and Dziewoklicz in Szczecin

1. protection by:

(a) "volatile" patrols (excluding the opening and closing of bathing gates),

(b) foot patrol on a daily basis during the period:

A. from 15.06.2024 to 31.08.2024 from 11.00 to 13.00 and 15.00 to 17.00,

B. from 15.06.2025 to 31.08.2025 from 11.00 to 13.00 and 15.00 to 17.00,

- the stay of pedestrian patrols will be confirmed by a printout from the control system

guard recorders (Dziewoklicz – 3 checkpoints, Głębokie –

4 checkpoints), handed over once a month to the Ordering Party,

(c) opening and closing of bathing water entrance gates

A. opening – 8.45 - 9.00 – on Saturdays, Sundays and holidays in the following periods:

- from 01.12.2023 to 14.06.2024 and from 01.09.2024 to 31.12.2024

- from 01.01.2025 to 14.06.2025 and from 01.09.2025 to 30.11.2025,

The Ordering Party reserves the right to change the opening hours of the entrance gates

bathing areas subject to notification (e-mail) to the Contractor with a two-day

Ahead.

B. closing – 6.00 p.m. – 9.00 p.m. – daily (including Saturdays, Sundays and holidays)

in periods:

- from 30.11.2023 to 14.06.2024 and from 01.09.2024 to 31.12.2024

- from 01.01.2025 to 14.06.2025 and from 01.09.2025 to 29.11.2025,

The Ordering Party reserves the right to change the closing hours of the entrance gates

bathing areas subject to notification (e-mail) to the Contractor with a two-day

Ahead.

2) constant (telephone and radio) surveillance of signals transmitted, collected

and processed in the alarm system and ad hoc intervention (in the event of receiving an event signal, immediate dispatch of a rapid response group,

to the place of the incident and confirmation of the above fact in the control system - guard recorder),

3) support by a motorised rapid response group (at least two); The contractor will be obliged to have at least one motorized rapid reaction group with a guaranteed travel time

to a protected bathing water, not longer than 15 minutes after receipt of the call,

4) knowledge of regulations and price lists concerning the bathing area,

5) maintenance of 2 alarm systems

Protection of the area of the city park Różanka in Szczecin

1. protection by:

(a) immediate round-the-clock physical protection including ad hoc

intervention, fenced area (2 ha) of the city park Różanka (including

greenery and all elements of land development, also installed

temporarily),

b) opening and closing the gates (morning and evening),

2) support by a motorized rapid response group, especially in the case of events such as: acts of vandalism and destruction of property, refusal to carry out orders concerning, for example, leaving the facility, immoral or aggressive behavior, non-compliance with the park regulations; The contractor will be obliged to have at least one motorized rapid reaction group with a guaranteed travel time

to the protected facility, no longer than 15 minutes from the receipt of the call,

3) patrolling the park every day during opening hours during the opening hours of the facility according to the following frequency:

a) minimum once an hour

b) half an hour before the opening of the facility,

c) half an hour before closing the facility,

with the use of a guard control system (provided and installed by the Contractor – the Contracting Authority does not bear the cost of purchase, assembly and operation) based on GPS technology, having 4 mobile checkpoints (location indicated each time by the Representative of the Ordering Party) with the possibility of verifying the routes made in the past and present tense and making available free of charge in electronic form - at each request of the Ordering Party - daily reports of routes made by patrols. The frequency of patrolling the park is

a) during the opening hours of the park: every hour,

b) half an hour before the opening of the park,

c) half an hour after the closing of the park,

4) The Contractor shall provide a social room with the necessary infrastructure for the supervising person, including a toilet (it is possible to set up a social room for the supervising person on the Ordering Party's plot directly adjacent to the Różanka area) and water.

Protection of the Amphitheatre in Żydowce in Szczecin

1) protection by "flying" patrols carried out by a motorized rapid reaction group, consisting in checking the Amphitheater and technical infrastructure,

2) tour of the Amphitheatre with the use of a guard control system based on

on GPS technology, having 3 mobile checkpoints (location indicated each time by the Representative of the Ordering Party) with the possibility of verifying the routes made in the past and present tense and making available free of charge in electronic form - at the Ordering Party's request - daily route reports made by patrols. Frequency of celebrations of the Amphitheater

It is a minimum of 1 x day between 22.00 and 2.00 on all days of the week.

Protection of Homeless Animals Hostel in Szczecin

1) direct physical protection with the possibility of using the existing CCTV system and other systems operating on the site,

2) patrolling the facility at least once every two hours during the closure of the facility

along with ad hoc intervention - every day from 16.00

until 7.00 am the next day, using the guard control system (provided and installed by the Contractor – the Contracting Authority does not bear the cost of purchase, assembly and operation) based on GPS technology, having 4 mobile checkpoints (location indicated each time by the Ordering Representative) with the possibility of verifying the routes made in the past tense

and present and free of charge making available in electronic form - at each request of the Ordering Party - daily route reports made by patrols.

3) immediate support by the motorised rapid reaction group both

physical security employee as well as employees of the Ordering Party, in particular

in the case of events such as: acts of vandalism and destruction of property, breaking records

Shelter regulations, immoral or aggressive behavior,

The Contractor will be obliged to have at least one motorized

a rapid response group with a guaranteed travel time to the protected

4) immediate telephone information of the entity performing emergency services in the event of the need to provide first aid to animals, notification of intervention by residents and others,

5) immediate telephone information at the telephone number 19656 Duty

and closing the gate, using a sentinel control system based on

on GPS technology, having 4 mobile checkpoints (location indicated each time by the Representative of the Ordering Party) with the possibility of verifying the routes made in the past and present tense and making available free of charge in electronic form - at the Ordering Party's request - daily route reports made by patrols,

2) support by a motorised rapid response group (at least two-person group); The contractor will be obliged to have at least one motorized rapid reaction group with a guaranteed travel time

to a protected storage site, not more than 15 minutes after receipt of the call.
