Global public energy performance market within the framework of maintenance and operation services for La Vie Active heating, ventilation, air conditioning and water treatment installations. This contract is a global performance contract in application of article L. 2171-3 of the public order code. La Vie Active wishes to impose on its co-contracting party the achievement of measurable performance objectives for the duration of the contract as specified in the consultation regulations.

This is a global public energy performance contract concluded according to the competitive dialogue procedure in application of Articles R. 2171-2, R. 2171-3, R. 2124-3 and R. 2124-5 of the French Code of public procurement. Recourse to competitive dialogue is justified because the need cannot be satisfied without adapting immediately available solutions and constitutes an innovative solution, the contracting authority is not able to define the technical specifications with sufficient precision by referring to a standard , a European technical assessment, a common technical specification or a technical reference as referred to in article R. 2111-4, a new organizational procedure and new innovative processes and tools are necessary to achieve measurable performance objectives (see regulation consultation). The procedure will take place in two phases: application phase and dialogue with the submission of a final offer. The market is not allotted and is made up of a firm slice. The market concerns 25 La Vie Active sites. The maximum number of candidates admitted to the dialogue is three. A bonus will be paid to dialogue participants who have submitted a final offer (see consultation regulations). The duration of the performance of the contract is ten years from the planned date of commencement of performance of the services. The provisional date for the start of performance of the services is set at 4.10.2021.
