The Norwegian Institute of Public Health is holding an open tender contest with the aim of ensuring sufficient delivery of a four valent vaccine for seasonal influenza (ATC code J07B B02) for vaccination of persons in defined risk and target groups (see the tender documentation point 1.4) for the 2023/2024 and 2024/2025 seasons, with an option for a further two seasons.
The contest is being held electronically in the CTM KGV and information given in the tender management tool, in the prior information notice and the tender documentation stipulate the rules and terms for the contest.
According to the Tender documentation, chapter 6 'Award criteria' were the contest award criteria Price 70% and Quality - Technical characteristics 30%. The tender documentation has several minimum requirements for the vaccination. All the minimum requirements must be fulfilled. The NIPH has awarded and entered into two sub-contracts with Sanofi-Aventis Norge AS (60% contract volume) and Viatris AS (40%contract volume) respectively.

The Norwegian Institute of Public Health's annual need for seasonal influenza vaccines is estimated to be between 1,300,000 doses/annum and 1,800,000 doses/annum in total.
In accordance with the Supply Agreement point 3.2, the Norwegian Institute of Public Health is obliged to procure a minimum volume of 1,300,000 doses a year in total in accordance with the following distribution:
Supplier 1: 780,000 doses (60%)
Supplier 2: 520,000 doses (40%)
The volume that the Norwegian Institute of Public Health will order in addition to the minimum volume will depend on the expected demand and will be ordered according to the same 60:40% distribution.
