The purpose of the contract is the production and delivery of 43 city low-floor buses (solo buses), including the following basic equipment features:
- vehicle length approx. 12 m,
- Engine exhaust standard Euro VI or better,
- automatic transmission,
- 3 doors,
- video surveillance,
- air conditioning for driver and passenger compartment,
- Passenger information.
Basis for the construction of the buses is the VDV font 230 ("frame recommendation for city low-floor buses").
The vehicles must be delivered ready for operation no later than 15.11.2020 in order to be available for the commissioning of new lines for changing the timetable. A previous delivery date is rated positive.

The client reserves the right to change the tender documents (changes will be notified accordingly).
The pre-selection competition will examine the candidates' ability to perform in terms of economic and financial capacity as well as their technical and professional capacity by means of applications to participate, documents, declarations and supporting documents (see point 6). The competition ends with a review of the suitability of the candidates and the selection of the candidates by the contracting authority, which will be invited in the further procedure for the submission of tenders. All formally and materially suitable candidates will be invited to submit tenders. Unsuccessful candidates will be informed of the reasons for refusing their application for participation in the negotiated procedure.
The AG will negotiate with the bidders who have submitted a tendered offer. The subject of the negotiations will be, in particular, the offer of the tenderer and technical questions.
The tenders (including the adjustments reached in the negotiations) will be assessed on the basis of the evaluation scheme published in the tender documents. The tenderer who has submitted the most economic tender will be awarded the contract.
Tenderers can submit bids for both lots. However, the number of lots for which a tenderer may be awarded (including through the involvement of affiliates or significant subcontractors) is limited to a maximum of one offer. If a bidder submits offers for both lots, each individual offer must be admissible. The evaluation is carried out for both lots according to each. the evaluation scheme published in the tender documents. If a bidder wins the highest score for both lots, he will be awarded the contract for lot 1. For lot 2, in this case, the bidder whose offer acc. Rating scheme the second highest scores reached, the supplement. The client reserves the right to award both lots to a bidder, provided that the second-placed bid eligible for lot 2 has a score of at least 20% less than the first bid of that lot.
The applicant indicates in his application for which lots his participation documents apply. If his participation documents are identical for both lots, it is sufficient to mark in the application for participation the validity of the participation documents for both lots. If only one of the documents to be submitted is different, the complete participation documents for each lot must be submitted individually. In this case, the applicant creates a separate file folder for each lot. In the respective application for participation, the applicant indicates for which lot the participation documents in the same file folder apply.
