The number of days by which interested economic operators can request clarifications before the deadline for submitting offers/applications is 20 days before the deadline for submission of offers.
The contracting authority will respond clearly and completely to all requests for clarifications/additional information submitted in compliance with this deadline as follows: 11 days before the deadline for submitting offers.

The proposed interventions by this project consist of:
1. Reconfiguration and redistribution of space by reducing the car lane, extending and rehabilitating sidewalks, creating green areas and bike lanes. These measures combat the dominance of cars (observed on Republicii Blvd. and Gheorghe Lazăr Str.) and give priority back to pedestrians, enhancing urban attractiveness and facilitating alternative mobility.
2. Modernizing road infrastructure and urban elements by repairing road surfaces and sidewalks (cracks, bumps, fissures), standardizing pavements, modernizing the lighting system (including ornamental lighting), and updating utility networks. This addresses the degraded technical condition of infrastructure on all three arteries, improving safety and comfort in traffic and public space.
3. Facilities for alternative transport and accessibility through the introduction of bike-sharing stations, the development of bike lanes. These solutions respond to the lack of infrastructure for alternative transport and the accessibility problem, encouraging the use of non-auto transportation means and creating an inclusive urban environment.
4. Regulating parking and eliminating vehicle invasion by implementing strict street parking regulations or promoting underground parking, freeing up pedestrian space. This solves the problem of illegal parking, which invades sidewalks (observed on both Republicii Blvd. and Erou Calin Catalin Str.), restoring balance between space allocated to cars and pedestrians.
The estimated value of the acquisition is 32,250,011.22 lei without VAT, of which:
value C+M – 23,686,484.93 lei without VAT
value of machinery, technological equipment, functional requiring installation, endowments – 8,417,225.10 lei without VAT
organizing construction site - related expenses – 146,301.19 lei without VAT
The estimated value does not include:
- Diverse and unforeseen expenses: 2,829,604.30 lei without VAT, the amount specified in the project budget, which can be accessed, if necessary, by modifying the contract under the conditions provided in art. 221 of Law no. 98/2016 on public procurement
- the amount related to Chapter 7 – of 10,036,330.30 lei without VAT, representing the Implementation Reserve, from the general budget approved by HCL no. 218/30.04.2025.
