1) The subject of the contract is the collection and management (recovery or neutralization) indicated in the contract description of municipal waste from the area of the City and Municipality of Serock in the period from 1.02.2024. until 31.01.2026

2. The contract shall be divided into two lots:

Part 1. Receiving and landscaping of municipal waste from properties located within the City and Municipality of Serock.

Part 2. Collection and management of waste collected at the Selective Municipal Waste Collection Point in Serock at 21 Nasielska Street and waste collected in pharmacies and medical facilities in the City and Commune of Serock.

A detailed description of the item of the order is included in the Order Terms Specification.

1) The subject of the contract is the collection and management of municipal waste indicated in the contract description from real estate located in the City and Municipality of Serock (the so-called collection from the property), where residents live, in a way that ensures:

a) achieving appropriate levels of recycling, preparing for re-use fraction of municipal waste,

(b) achieving adequate levels of recycling, preparing for re-use and recovery by means other than hazardous construction and demolition waste constituting municipal waste;

(c) reducing the weight of biodegradable municipal waste sent to landfill in accordance with:

- the Act of 13 September 1996 on maintaining cleanliness and order in municipalities, as amended,

- the Act of 14 December 2012 on waste, as amended,

- the provisions of the Provincial Waste Management Plan,

- Regulations for maintaining cleanliness and order in the City and Municipality of Serock and

- other provisions of statutory and local law.

2) The scope of service for Lot 1 of the order includes:

2.1) Collection of municipal waste from properties where residents live, including:

a) non-segregated (mixed) municipal waste 20 03 01,

b) separately collected municipal waste such as: plastics, metals, multi-material packaging, glass, paper,

c) bioodpadów,

d) bulky waste,

e) waste electrical and electronic equipment,

(f) clothing and textiles,

(g) end-of-life tyres from households such as tyres from cars, motorcycles, scooters, bicycles, etc. with the proviso that the Contractor collects and manages any amount of municipal waste listed above;

2.2) Collection of municipal waste from single-family buildings.

2.3) Receiving waste from multi-scale development.

Estimated quantities of waste subject to collection and management under Part I of the order are indicated in the Price Form constituting Annex 2 to the SWZ.

The item of the order for Part 2 includes:

2.1) Reception and management of waste collected at the Selective Collection Point of Municipal Waste at Nasielska Street 21 in Serock. Reception includes:

(a) biowaste — 20 02 01,

(b) large-sized waste — 20 03 07,

(c) selectively harvested municipal waste such as plastics, metal, multi-aerial packaging, glass, paper — 15 01 01 01, 15 01 02, 15 01 04, 15 01 05, 15 01 06, 15 01 07, 20 01 01 02, 20 01 39, 20 01 01 40,

(d) problem waste arising in households (chemicals, solvents, packaging after paints and varnishes, detergents containing hazardous substances and packaging thereafter, used electrical and electronic equipment) — 15 01 10*, 20 01 13*, 20 01 14*, 20 01 15*, 20 01 17*, 20 01 19*, 20 01 21*, 20 01 23*, 20 01 27*, 20 01 28, 20 01 29*, 20 01 30, 20 01 35*, 20 01 36, 20 01 80,

(f) worn tyres — 16 01 03,

(g) ash from household hearths — ex 20 01 99,

(h) waste in the form of expired medicines — 20 01 31*, 20 01 32,

(i) waste not eligible as medical waste generated in households as a result of the administration of medicinal products in the form of injections and monitoring of the level of substances in the blood, in particular needles and syringes – ex 20 01 99.

2.2) Provision of collective containers (e.g. containers) for waste indicated in point 2.1 letters a-i.

2.3) Reception and management of waste collected in pharmacies and medical facilities within the City and Municipality of Serock:

(a) waste in the form of expired medicines — 20 01 31*, 20 01 32,

(b) waste not eligible for medical waste arising in households as a result of the intake of medicinal products by injection

and monitoring the level of substances in the blood, in particular needles

and syringes - ex 20 01 99

from the following points:

1) Pharmacy "Syrenka" in Serock, Pułtuska 27,

2) "AFI" Pharmacy in Serock, 17 Rynek Street,

3) "Nasza Apteka" Pharmacy in Serock, 3 Tadeusza Kościuszki Street,

4) Pharmacy "For generations" in Serock, 53D Pułtuska Street,

5) Non-public Health Care Center in Serock, 2 Kędzierskich Street,

6) Health Center in Dębem, Dębe No. 38,

with a frequency fixed at 1 time a month, provided that, where the above frequency is insufficient, the Contractor is obliged to receive an additional receipt of up to 2 times a month for the Contracting Authority's application.
