The State of Sergipe has received financing from the World Bank for the Sergipe Efficient Digital Acceleration Project – Conecta-SE, Loan Agreement No. 9793-BR, and intends to allocate part of the funds to contracting an Individual Environmental Specialist Consultant to provide technical advice to the Socio-environmental Coordination of the Project Management Unit (PMU) of Conecta-SE.
The consultancy services include: providing specialized technical support to the Socio-environmental Coordination of the Project Management Unit (PMU) of Conecta-SE, including monitoring, oversight, and updating of the Project’s environmental and social management instruments; support for implementing, reviewing, and updating the Environmental and Social Management Framework (ESMF), the Environmental and Social Commitment Plan (ESCP), and the Stakeholder Engagement Plan (SEP); analysis of environmental and social risks and impacts; preparation of opinions, technical notes, studies, matrices, and other technical documents; monitoring environmental actions of Project Components 1, 2, 3, and 4; support to the Project Implementation Units (PIUs); monitoring environmental and social indicators; participation in meetings, workshops, missions, technical visits, and field activities, as well as preparation of technical reports and other products required to meet World Bank and Project management requirements. Therefore, the Special Secretariat for Planning, Budget, and Innovation – SEPLAN, through its Program Management Unit (PMU), publicly announces that the registration period is open for Individual Consultants to express their interest in providing the consultancy services described. Interested parties must demonstrate, through their curriculum vitae, that they have the qualifications and relevant experience to perform the services.
Expression of Interest: Interested parties must submit a Professional Curriculum clearly demonstrating compliance with the mandatory and desirable requirements, as well as their relevant qualifications and experience for the scope of the services.

The individual consultant will be selected based on the evaluation of their qualifications and experience, following the World Bank procedures for Individual Consultants contained in the Procurement Regulations for Borrowers of Investment Project Financing, Fifth Edition – September 2023, Section VII, Paragraphs 7.34 to 7.39 (Approved methods for individual consultant selection).
If more than one individual consultant selection process is underway within CONECTA-SE, the professional may apply to all for which they believe they possess the necessary qualifications. However, they may only be contracted for one. Thus, if selected in more than one process, they must choose only one.
Attention is called to interested consultants to paragraphs 3.14, 3.16, and 3.17 of Section III of the Regulations defining the World Bank’s policy on Conflict of Interest, as well as the Fraud and Corruption clauses contained in Annex IV of the Procurement Regulations for Borrowers of Investment Project Financing, September 2023 edition.
