The Norwegian Public Roads Administration has initiated the works with the municipal sector plan for the new E39 on the section from Lyngdal to Sandnes. A 4 lane motorway is subject to planning and the signed speed limit is 110 km/h. The entire section is 122 km along the current road. The Ministry of Transport and Communications requests that various superior corridors in the municipal plan process are evaluated, the inner and outer corridor, respectively (see the overview map).

This assignment includes the elucidation of other social impacts in accordance to chapter 8 in the Norwegian Public Roads Administration's manual V712. This includes Net ripple effects, Distribution effects and Local and regional effects that are not in accordance with the socio-economic analysis of priced and non-priced impacts (chapters 5 and 6) in the same manual.
